Electrical expansion of the San Lázaro industrial estate with urgent expropriation

The Ministry of Economy, Innovation, Business and Self-Employment of the Government of La Rioja has opened for public consultation the request from I-DE Redes Eléctricas Inteligentes, S.A.U. to authorize and declare as a public utility the medium-voltage distribution network intended for the expansion of the San Lázaro industrial estate, in its sectors 10 and 17. The announcement, with reference BOR-A-20260907-V–438 and file AT/0025783, is published in the Official Gazette of La Rioja number 171, dated September 7, 2026, and opens a period of thirty business days for allegations.
A project resumed after conditions were met
The processing began on March 24, 2026, when the Official Gazette of La Rioja number 57 published the first public information announcement of the installation. As a result of the conditions obtained during that procedure, the promoter submitted a modified project on August 3, 2026, which is the one now being exhibited. The action is framed within Law 24/2013, of December 26, on the Electricity Sector (articles 53, 54, and 55) and Royal Decree 1955/2000, of December 1, which regulates the activities of electricity transmission, distribution, marketing, and supply.
Two underground lines and three sectioning centers
The expansion of the San Lázaro estate, planned in the municipal Plan of Santo Domingo de La Calzada, requires the execution of two 13.2 kV underground power lines that will feed the new execution units:
- Line 2 (San Lázaro): underground at 13.2 kV, originating at the STR Santo Domingo substation and ending at the limit of the San Lázaro Expansion estate, with a length of 1,993 meters.
- Line 3 (sector 10): underground at 13.2 kV, sharing the route with Line 2 until the intersection between Los Palos street and the Vía Verde, with a total length of 1,957 meters.
- Both use HEPRZ1 12/20 kV type conductor of 3x(1x240) mm² under tubed ducting.
Additionally, three new automated sectioning centers are planned in prefabricated concrete buildings, with SF6 cells and a 2L+E+2L operating scheme:
- C.S.I. Sector 10, interspersed in the Santo Domingo-West line, next to support 28.
- C.S.I. Sector 17, interspersed in the Cirueña-Santo Domingo line, next to support 16.
- C.S.I. De los Palos, over the underground cable between the CT P.I. S. Lázaro 5 and support 81 of the Santo Domingo-East line.
The project complies with the exceptions for the use of SF6 provided for in article 13 of Regulation (EU) 2024/573 on fluorinated greenhouse gases.
Urgent occupation of properties
The declaration of public utility shall imply the need for the occupation of the assets or the acquisition of the affected rights and shall entail their urgent occupation. The company requests the imposition of an easement and urgent occupation of the properties listed in the annex of the announcement, whose owners are:
- Agencia de Desarrollo Económico de La Rioja, owner of property 4787040WM0948N0001SE (unbuilt land and poplars), affected by the overhead line and by the C.S.I. Sector 17, and property 26138A501000110000UK, affected by the C.S.I. De los Palos.
- Salvador Arribas Pozo, owner of property 26138A523013070000UD (unbuilt land and alfalfa), affected by the C.S.I. Sector 10.
The easement imposes limitations such as the prohibition of constructing buildings or industrial facilities in the flight zone and planting trees that compromise the regulatory safety distance. The act will be notified to the owners and published in the Boletín Oficial de La Rioja, on the municipal notice board, and in the provincial newspaper with the highest circulation.
A key step for industrial development
The project may be examined at the Service of Industry, Commerce, and Energy Transition, at calle Marqués de la Ensenada 13-15 in Logroño, and in electronic format at www.larioja.org, under Public Information of Files. Claims may be submitted within thirty business days from the day following publication, referring to file AT/0025783. The resolution, signed by the Director General of Business, Energy, and Internationalization, Amadeo Lázaro Fernández, on August 25, 2026, conditions the electricity supply of the new industrial plots and, therefore, the pace of development of the San Lázaro industrial estate.
