Public utility expansion of the Navabuena Norte wind farm

The Regional Ministry of Environment and Energy of the Junta de Castilla y León, through the Territorial Service of Industry, Commerce and Economy of Valladolid, has opened for public consultation the request for the extension of the declaration, specifically, of public utility (DUP) of the wind farm “PE Navabuena Norte”. The announcement is published in the Official Gazette of Castilla y León number 168, dated August 31, 2026, pages 217 to 221, with reference BOCYL-D-31082026-168-24.

The processing is carried out under article 55 of Law 24/2013, of December 26, on the Electricity Sector, article 24 of Decree 46/2022, of November 24, which regulates the authorization procedures for electrical installations in Castilla y León, and article 144 of Royal Decree 1955/2000, of December 1. The file number is PE-3 RI-48626.

Purpose and Petitioner

The request seeks the extension of the DUP and the administrative construction authorization due to the modification of the project “Modified Project, Navabuena Norte Wind Farm”. The modification is primarily motivated by changes in the previous agreements reached with the affected parties.

  • Petitioner: WPD Parque Eolico Navabuena Norte, S.L., with address at C/ Zúñiga 2, 1.º A and B, Valladolid, NIF B47778790.
  • Background: resolution of October 15, 2018, from the Territorial Economy Service of Valladolid which granted the prior and construction authorization and the recognition of public utility (BOCYL no. 230, of 11/28/2018).
  • Resolution period: six months, with negative administrative silence.

Technical Characteristics of the Installation

The modified installation will connect to the distribution network using wind technology, with the following characteristics:

  • 9 wind turbines, with a tower height of 112 m and a rotor diameter of 136 m.
  • Installed capacity: 37.80 MW (according to Royal Decree 413/2014 and Royal Decree 997/2025).
  • Granted access capacity: 48 MW, according to the permits granted by Red Eléctrica Española, SAU.
  • Voltage at the connection point: 30 kV.
  • Affected municipal terms: Valladolid and Villalba de los Alcores (wind farm); Valladolid (evacuation infrastructure).

Evacuation will be carried out via two 30 kV underground lines to the step-up substation “SET Montes Torozos Este 132/30 kV”, and from there via a 132 kV underground line to the 66/132/400 kV substation, finally evacuating at the La Mudarra 400 kV Substation of Red Eléctrica.

Affected Assets and Expropriation

The list of assets and rights that the petitioner considers necessary for expropriation due to the lack of prior agreements is listed in Annex I of the announcement. Among the affected owners are:

  • David Alba Vaquero, María de los Ángeles Alba González, and Miguel Alba González.
  • Alberto Duque Alba and Adolfo Duque Alba.
  • María del Pilar Grañeda Ramos (Villalba de los Alcores).
  • Valladolid City Council, for several plots of public domain.

Easements and property limitations (full ownership, permanent right-of-way, affected area, and temporary occupation) will be generated over the assets, as detailed in Annex II.

Period for objections

Any person may examine the documentation and submit written objections to the Territorial Service within a period of thirty business days from the day following the publication of the announcement. The file is accessible at Plaza del Milenio 1, 6th floor, Valladolid, from 9 a.m. to 2 p.m., and on the energy public information portal of the Junta. The announcement is signed by the Technical Secretary, Isabel del Blanco Álvarez, in Valladolid, on August 12, 2026.

The extension of public utility is key for the residents and property owners of Valladolid and Villalba de los Alcores, as it enables the expropriation of land and the imposition of easements for the development of a 37.80 MW wind project. Citizen participation in the public information process is the means to lodge objections regarding the impact on their properties before the final resolution.
