Expansion of the Porto Barroso solar plant in Vilalba authorized by the Xunta

The General Directorate of Renewable Energies and Climate Change, under the Ministry of Environment and Climate Change, has granted the prior administrative and construction authorization for the expansion project of the PSFV Porto Barroso solar photovoltaic plant up to 990 kW of installed power, located in the municipality of Vilalba (Lugo). The resolution, signed on August 6, 2026, by the general director Paula Mª Uría Traba, was published in the Official Gazette of Galicia number 169, on September 7, 2026, on page 48180.

The project is promoted by the company Tecorenova Solar, S.L. (CIF B27504604), with registered office in the Sete Pontes industrial estate, rúa Cerdeira P-A2B, in Vilalba, and was processed under file FV 26/2025.

Background and processing

The installation already had previous authorizations: the Resolution of June 28, 2022 granted the initial prior administrative and construction authorization, and the Resolution of November 24, 2022 authorized the modification that reduced the peak power to 990 kWp while maintaining the nominal power of 750 kW. The Territorial Headquarters of Lugo granted the operating authorization on March 31, 2023.

The expansion request was submitted on September 2, 2025, and the file was subjected to public information through the Agreement of April 8, 2026, published in DOG number 69 on April 15, without any objections being presented. The plant has the access and connection permits from the network manager dated December 21, 2020, and February 19, 2026.

Technical characteristics of the expansion

The expansion increases the nominal power of the plant from the current 750 kW to 990 kW (1,078.55 kWp), with a material execution budget of €28,186.7. The main planned actions are:

• Reconfiguration of inverters 1 and 9, currently limited to 60 kW, for a maximum output power of 110 kW per inverter.
• Reconfiguration of inverters 2, 3, 4, 5, 6, 7, and 8, limited to 90 kW, up to 110 kW per inverter.
• 44 photovoltaic modules of 650 Wp on a single-axis solar tracking structure.
• 11 modules of 650 Wp and 96 modules of 550 Wp on fixed concrete structures with a 20º south inclination.

The installation is located in polygon 1, plot 867, cadastral reference 27065A111008670000K, and the execution project was signed on February 16, 2026, by the industrial engineer Jorge Sanz Varea, collegiate number 2803, and endorsed with number 20260344.

Conditions and deadlines

The authorization requires that the installation be executed in accordance with the approved project and the current technical regulations. The deadline to request the exploitation authorization shall be the shorter of 24 months from the notification or the period established in Royal Decree-Law 23/2020. Once the works are completed, the holder must present the certificate of completion of work to the Territorial Department of Lugo for the inspection of the installations.

Against the resolution, which is not final in administrative proceedings, an appeal for reversal (recurso de alzada) may be filed before the Minister of Environment and Climate Change within one month from its notification.

Relevance for the region

The expansion of the PSFV Porto Barroso reinforces the renewable generation capacity of the Vilalba region, an energy project of local interest that leverages existing infrastructure to increase its power without the need for an environmental assessment, as it does not fall under the cases specified in Law 21/2013. The initiative consolidates the role of the Lugo municipality in the energy transition and the Xunta’s commitment to solar-based electricity production.
