Expansion of the Porto Barroso solar plant in Vilalba up to 990 kW

The General Directorate of Renewable Energies and Climate Change of the Ministry of Environment and Climate Change has granted Tecnorenova Solar, S.L. the prior administrative and construction authorization for the expansion of the PSFV Porto Barroso solar photovoltaic plant, located in the municipality of Vilalba, up to 990 kW of installed capacity. The decision was adopted through the Resolution of August 6, 2026, signed by the general director Paula Mª Uría Traba, and published in the Official Gazette of Galicia number 169, of September 7, 2026, on pages 48180 to 48186.

The installation, processed under file FV 26/2025, increases from the current 750 kW to 990 kW of nominal power, with a material execution budget of €28,186.7. The expansion does not need to undergo an environmental assessment process as it does not fall under the cases listed in Law 21/2013, of December 9, on environmental assessment.

Project Background

The plant has a prior administrative history. By the Resolution of June 28, 2022, the General Directorate of Energy Planning and Natural Resources granted the prior administrative and construction authorization for the original installation. Subsequently, the Resolution of November 24, 2022 authorized the modification that reduced the peak power up to 990 kWp and maintained the initial nominal power of 750 kW through a Power Plant Controller. The Resolution of March 31, 2023 from the Territorial Headquarters of Lugo granted the operating authorization.

The request for expansion was submitted on September 2, 2025, and was subject to public consultation through the Agreement of April 8, 2026, published in the DOG number 69 on April 15, 2026, without any objections being presented.

Technical Characteristics of the Expansion

The expansion consists of increasing the nominal power of the plant from the current 750 kW to 990 kW (1,078.55 kWp), through the reconfiguration of the inverters and the incorporation of new photovoltaic modules:

• Reconfiguration of inverters 1 and 9, currently limited to 60 kW, for a maximum output power of 110 kW per inverter.
• Reconfiguration of inverters 2, 3, 4, 5, 6, 7, and 8, currently limited to 90 kW, for a maximum output power of 110 kW per inverter.
• 44 photovoltaic modules of 650 Wp on a single-axis solar tracking structure.
• 11 photovoltaic modules of 650 Wp on a prefabricated concrete fixed structure with a 20º south inclination.
• 96 photovoltaic modules of 550 Wp on a prefabricated concrete fixed structure with a 20º south inclination.

The plant is located in polygon 1, plot 867, with cadastral reference 27065A111008670000K. The execution project, titled Power expansion of the PSFV Porto Barroso solar photovoltaic plant to 990 kW Rev 1, was signed on February 16, 2026, by industrial engineer Jorge Sanz Varea, collegiate number 2803, and endorsed with number 20260344 by the Official College of Industrial Engineers of Galicia.

Conditions and deadlines

The authorization imposes a series of conditions, among which stands out the deadline to request the operating authorization, which will be the shorter of the following: twenty-four months from the notification of the resolution, or the period established in article 1 of Royal Decree-Law 23/2020, of July 23. Once the installations are executed, the holder must submit the request for operating authorization together with the certificate of completion of work before the Territorial Department of Lugo.

The resolution, which is not final in administrative proceedings, may be appealed by administrative appeal (recurso de alzada) before the Minister of Environment and Climate Change within one month from its notification.

This expansion consolidates PSFV Porto Barroso as a reference renewable generation installation in the Terra Chá region, reinforcing the commitment to local solar energy and the administrative simplification promoted by Law 9/2021 for the economic reactivation of Galicia, without added environmental burdens.
