Expansion of the Serrabal mine is submitted for public information in Vedra and Boqueixón

The Department of Economy and Industry submits for public information the exploitation project, the environmental impact study, and the restoration plan for the surface expansion of the Serrabal exploitation concession, number 6073, located in the municipalities of Vedra and Boqueixón (A Coruña). The decision was adopted by the Territorial Department of A Coruña through an agreement dated July 16, 2026, published in the Official Gazette of Galicia number 162, on August 27, 2026.

The processing corresponds to the ordinary environmental impact assessment procedure, which will be carried out once the public exhibition period has elapsed. The authorization of the project, promoted by Ferroglobe Ramsa Mining, S.A., corresponds as the substantive body to the Department of Economy and Industry itself.

Regulatory framework and object

The agreement is based on Article 36 of Law 21/2013, of December 9, on environmental impact assessment; Article 6 of Royal Decree 975/2009, of June 12, on the management of waste from extractive industries; Article 23 of Law 3/2008, of May 23, on the regulation of mining in Galicia; and Articles 27 and 32 of Law 9/2021, of February 25, on administrative simplification and support for the economic reactivation of Galicia.

The surface expansion of the Serrabal concession affects an already existing mining environment, and the file includes the three essential documents for its assessment:

• The exploitation project for the requested expansion.
• The environmental impact study.
• The restoration plan for the affected area.

Deadline and form of participation

During the period of thirty business days, counted from the day following the publication of the agreement in the Official Gazette of Galicia, affected persons or entities may examine the file and submit allegations.

The file can be consulted at the Mining Section of the Territorial Department of the Department of Economy and Industry of A Coruña, in the Monelos administrative building, 2nd floor, rúa Vicente Ferrer, nº 2, 15071 A Coruña, from 9:00 to 14:00 hours, Monday to Friday, by prior appointment via email at seccion.minas.coruna@xunta.gal or by telephone at 981 184 913. It is also available on the department’s portal, in the section for mining exploitations under processing.

Allegations may be submitted in writing to the administrative body, at any of the offices provided for in Article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations.

Relevance for the environment

The extension of the Serrabal concession, in an area of high environmental and social sensitivity such as the region of Vedra and Boqueixón, opens a period of public participation that will allow residents and affected entities to learn about the scope of the project and submit their observations before the environmental impact assessment is resolved. The result of this process will condition the authorization of an operation that directly affects the territory and its surroundings.
