Expansion of the Ascó electrical substation: new 110 kV line

The Department of Territory, Housing and Ecological Transition of the Generalitat de Catalunya has opened the public information process for the expansion of the SE Ascó 400/110 kV electrical substation, in the municipality of Ascó (Ribera d’Ebre). The announcement is published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9748, of September 9, 2026, with the official reference CVE-DOGC-A-26244033-2026 and file FUE-2026-05240002.
The request, submitted by Edistribución Redes Digitales, SLU, with registered office at Avinguda de Vilanova, no. 12, Barcelona, requests the prior administrative authorization and the administrative construction authorization for the project. The purpose is to expand the 400/110 kV yard of the SE Ascó to provide a connection for a new 110 kV line between SE Ascó and SE Tortosa.
Legal framework and processing
The process is based on chapter VI of Law 18/2008, of December 23, on guarantee and quality in the electricity supply; article 6 of Decree 351/1987, of November 23; article 53 of Law 24/2013, of December 26, on the electricity sector, and title VII of Royal Decree 1955/2000, of December 1, which regulates the activities of transport, distribution, and marketing of electrical energy. Law 39/2015, of October 1, on the common administrative procedure, also applies.
Technical characteristics of the project
The Ascó substation is a 400/110 kV facility that has a 400 kV outdoor yard, 400/110/25 kV and 220/110/25 kV transformation, a 110 kV outdoor yard, an auxiliary services system, a control and protection system, and a grounding system. The new 110 kV line position will consist of:
- The demolition of the current road to expand the B-301 and B-302 110 kV busbars and allow for the new line exit position.
- The installation of a double-busbar 110 kV overhead line position, named “Tortosa”.
- The installation of a new control and protection cabinet for the new position, located in the control room of the existing building.
- The installation of two control and protection cabinets for the busbar differential protection.
- The migration of the existing remote terminal unit.
The project budget is 868,024.38 euros. The technical document, signed by industrial engineer David Gavín Asso, member no. 15212 of the Official College of Industrial Engineers of Catalonia, was approved on April 23, 2026, under number B-592699.
Deadline and form of allegations
Interested persons or affected entities may examine the executive technical project at the offices of the Territorial Services in Terres de l’Ebre, at plaça Gerard Vergés, no. 1, Tortosa, or on the notice board of the Generalitat de Catalunya. Allegations may be submitted, preferably by electronic means, indicating the file number in the subject line, within a period of 30 days starting from the day after the publication of the announcement. In-person consultation requires a prior appointment by calling 977 44 12 34, from 9:00 to 14:00 h.
The announcement, signed on September 1, 2026, by Miquel Alonso Cruelles, director of the Territorial Services in Terres de l’Ebre, opens a key period for a strategic electrical infrastructure in Ribera d’Ebre, which is intended to reinforce the 110 kV network connection between Ascó and Tortosa and guarantee the quality of the supply to the region.
