Euskal Trenbide Sarea (Basque Railway Network) has launched the administrative demarcation of the Murueta-Busturia-Sukarrieta section of the Amorebieta-Bermeo branch to define the physical and legal boundaries of the public-owned railway. General Director Antonio Lopez Palenzuela signed the resolution on August 10, 2026, which was published in issue number 171 of the Boletín Oficial del País Vasco (BOPV) on September 8, 2026, under official reference 2026/3835.

This branch of the Bilbao-Donostia line is part of the public heritage of the Autonomous Community of the Basque Country and has the nature of a domain asset. The organization has verified that in several sections the physical and legal boundaries of the asset are undefined, and there are discrepancies with adjacent properties; therefore, a precise delimitation is necessary.

The demarcation is based on the administrative powers granted by Decreto Legislativo 2/2007 (Basque Heritage Law) and Decreto 143/2023 (application regulation). Competence lies with the general directorate of Euskal Trenbide Sarea, according to the decision taken by the administrative council in the meeting of March 30, 2026.

Due to the length of the section, territorial continuity, and the diversity of physical and registry statuses, the demarcation will be carried out by sectors, divided into homogeneous intervals. The file includes a justifying report, ownership titles, plans of the layout and plots, a technical report on the recognition of the asset, and a budget estimate.

Demarcation in practice and deadlines

The material practice will take place on November 10, 11, 12, and 13, 2026, in the municipalities of Murueta, Busturia, and Sukarrieta, after fulfilling the minimum period of two months from publication. Interested parties may submit allegations up to twenty days before the date of the demarcation, in writing at the Bilbao offices (San Vicente 8, Albia I building, 14th floor) or via electronic means.

  • The file can be examined at the Bilbao offices, by requesting an appointment via telephone at 946 57 26 00.
  • Allegations must be addressed to the Legal Advisory Area of Euskal Trenbide Sarea.
  • The resolution will be published in the BOPV, BOB, the notice boards of the affected municipalities, and the organization’s electronic headquarters.

Adjacent owners and impact

The annex contains the list of adjacent owners of the section, including property numbers and cadastral references. Among them are Astilleros de Murueta, S.A., the Demarcation of the Basque Coast, the municipalities of Murueta, Busturia, and Sukarrieta, the Provincial Council of Bizkaia, and the Bilbao Bizkaia Kutxa Foundation Bank, as well as several private individuals.

At this time, no marginal registry notice for the start of the file is requested, as there are no registry data to identify the affected properties. However, the resolution approving the demarcation will have sufficient title to be entered into the Property Registry and, if applicable, to correct the affected registrations.

The resolution does not exhaust the administrative route and does not admit any special appeal, except for those that may be filed against the resolution that concludes the procedure. The demarcation aims to protect the public ownership of the railway and resolve boundary disputes between adjacent owners in this strategic section of the Biscay coast.
