Ames approves the taxi ordinance and Betanzos opens public information.

The plenary of the Ames City Council definitively approved the Regulatory Ordinance for the taxi service, after rejecting the only objection submitted, signed by several taxi drivers from the municipality. The agreement, adopted at the plenary session of 30 July 2026, is published with the full text of the rule in the Official Bulletin of the Province of A Coruña number 152, of 12 August 2026 (notice 2026/5266, file GD 2448/2026). At the same time, the Betanzos City Council submits its own taxi ordinance to public information, with thirty days to submit objections (notice 2026/5260).

The new Ames regulation, initially approved by the Plenary on 30 April 2026, is developed under Law 4/2013, of 30 May, on public transport of persons in passenger cars in Galicia, and its regulation, Decree 103/2018, of 13 September, of the Xunta de Galicia; as supplementary law, it refers to Royal Decree 763/1979, of 16 March. The text is structured in five titles and 52 articles, with additional, transitional, repealing and final provisions, and will enter into force in accordance with Article 70.2 of Law 7/1985, of 2 April, regulating the bases of local government.

Rejected objections and plenary agreement

During the public exhibition period, a single objection was submitted, registered on 25 June 2026 under entry number 17640/2026, on behalf of several taxi drivers from the municipality. The Plenary, at its session of 30 July, agreed to:

• Reject the objections submitted.
• Notify the objectors of the agreement, the report motivating it and the system of appeals.
• Approve the ordinance definitively and publish the full text in the provincial bulletin, on the notice board and on the municipal Transparency Portal.
• Send to the State Administration and the Xunta de Galicia, within fifteen days, a copy of the agreement and the full text.

The agreement of final approval may be appealed in contentious-administrative proceedings before the High Court of Justice of Galicia, within two months from publication in the bulletin.

What the new Ames ordinance regulates

The text regulates the licensing regime, the provision of the activity, the status of users and the sanctioning procedure. Among its most notable provisions:

• Licenses granted by public tender, with preferential assessment of seniority as a taxi driver.
• Maximum of two licenses per holder in the municipality and prohibition of holding licenses in different municipalities.
• Each license can have up to two drivers assigned, including the holder.
• Periodic endorsement every four years by means of a responsible declaration; failure to obtain the endorsement extinguishes the enabling title.
• Full and exclusive dedication to the activity, given that Ames exceeds 10,000 inhabitants, and guarantee of vehicles adapted for people with reduced mobility.
• Very serious, serious and minor infractions, with their sanctions, jurisdiction, procedure and limitation periods.

Betanzos opens its processing

For its part, the Betanzos City Council has initially approved its Ordinance regulating the taxi service by agreement of the Plenary of 28 July 2026, with file number 2025/G013/000003. The regulation is submitted to public information for a period of thirty days, counted from the day following the publication of the announcement, so that interested parties may examine it at the municipal offices or at the electronic office sede.betanzos.gal and submit the claims they deem appropriate. If no allegations are submitted within the period, the agreement shall be deemed definitively approved; the announcement is signed by the mayoress, María Barral Varela, on 6 August 2026.

The parallel processing in the two A Coruña municipalities updates the regulation of an essential public service, with direct implications for professionals in the sector —license regime, drivers and endorsements— and for users, who will see their rights and obligations and the conditions of service provision updated.
