Alto Tajo initially approves its 2026 budget

The Mancomunidad de Municipios del Alto Tajo has initially approved its General Budget for the 2026 fiscal year, for a total amount of 586,198.50 euros, along with its Execution Bases and the personnel staffing table. The agreement was adopted in an extraordinary session of the entity’s Plenary on August 11, 2026, and is published in the Official Gazette of the Province of Guadalajara, number 158, dated August 19, 2026.

The file and the mandatory documentation are available for public inspection for a period of fifteen days from the publication of the announcement, for the purpose of claims and allegations. If no claims are presented during that period, the budget will be considered definitively approved.

A balanced budget of 586,198.50 euros

The budget is processed in accordance with Article 169 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and Article 20 of Royal Decree 500/1990, of April 20. The statement of expenses and income is balanced at 586,198.50 euros, entirely in current operations, with no capital or financial operations.

The breakdown of the expenditure statement is as follows:

• Chapter 1, Personnel Expenses: 69,000.00 euros
• Chapter 2, Current Expenses for Goods and Services: 122,300.00 euros
• Chapter 3, Financial Expenses: 6,700.00 euros
• Chapter 4, Current Transfers: 388,198.50 euros
• Chapter 5, Contingency Fund: 0 euros

In the income statement, the Current Transfers (232,717.93 euros) and Patrimonial Income (331,480.57 euros) stand out, along with Fees, Public Prices, and other Income (22,000.00 euros).

Personnel staffing table and execution bases

The Plenary initially approved the personnel staffing table, comprising all job positions reserved for civil servants, contractual staff, and temporary staff. The personnel annex lists three positions:

• Joint municipal architect (interim civil servant, part-time)
• Waste collection truck driver (contractual staff)
• Secretary-auditor (interim civil servant in a grouping)

The 2026 Budget Execution Bases, contained in Annex II, regulate the nature and scope of application, credits and their modifications, expenditure execution, income management, budget settlement, the general account, and internal control. The Law 47/2003, of November 26, General Budgetary Law, and the Organic Law 2/2012, of April 27, on Budgetary Stability and Financial Sustainability, apply supplementarily.

Period for allegations and final procedure

During the fifteen days of exhibition, the file may be examined at the municipal offices and will be available on the entity’s electronic headquarters. Once the period has elapsed without claims, the agreements will become final, and a copy will be sent to the State Administration and the competent body of the Autonomous Community.

The approval of the budget guarantees the continuity of the joint services of the Alto Tajo, including waste collection and municipal technical advice, and provides the residents of the member municipalities the possibility to submit allegations before its final approval.
