Alovera approves free preschool for children aged 2 to 3

The Plenary Session of the Alovera City Council has definitively approved the modification of the Municipal Ordinance Regulating Nursery Schools, which incorporates the free nature of the educational service for students aged 2 to 3 years. The decision, adopted through the plenary agreement of June 30, 2026, is published in the Official Gazette of the Province of Guadalajara number 164, dated August 27, 2026, under file 1732/2026.
As no claims were filed during the public exhibition period, the initial agreement was automatically elevated to definitive, in compliance with the provisions of article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime. The new zero fee in Article 3
The reform introduces a new section 6 to Article 3 of the ordinance, which regulates the application of public subsidies to the price of the service. When the service is financed totally or partially through subsidies intended to reduce the fee or guarantee free access, the amount of the tax that would ordinarily apply shall be reduced by the subsidized amount.
The application of the subsidized amount shall be carried out in the manner and under the conditions specified by the granting of the subsidy. In the absence of an express indication, it shall be applied proportionally to the number of hours and services contracted, which may result in a final tax fee of zero euros when the subsidy fully covers the corresponding amount.
Scope of the measure
The modification directly affects families with school-age children in the municipality, who may benefit from the free nursery school service for the 2 to 3 year age group, provided that the conditions required by the subsidy are met. Among the key aspects of the new regulation, the following stand out:
- The reduction of the tax by the subsidized amount when public financing exists.
- The possibility of a final fee of zero euros if the subsidy covers the full amount.
- The proportional application of the subsidy to the number of hours and services contracted in the absence of other indications.
- Subjectivity to the constraints and conditions set by the granting of each subsidy.
Appeals and validity
An administrative-law appeal may be filed against the agreement before the Administrative Litigation Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within two months from the day following the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13, of the Administrative Litigation Jurisdiction. The announcement was signed in Alovera on August 25, 2026, by the mayor, María Purificación Tortuero Pliego.
The measure represents direct economic relief for families in Alovera with children aged 2 to 3, by incorporating into the municipal ordinance the free nature of the educational service whenever public funding is available to cover it. With this modification, the municipality aligns itself with early schooling and work-life balance policies, guaranteeing access to early childhood education at no cost to families when the subsidy permits.
