Almendralejo appoints Mercedes Campillejo as Secretary of Council Departments as temporary staff
Por FactBox Admin

The Almendralejo City Council has appointed Mercedes Campillejo Prat as Secretary of Departments as special trust and advisory temporary staff. The appointment was agreed upon by resolution of the Mayor’s Office-Presidency and is published in the Official Gazette of the Province of Badajoz number 201, dated October 20, 2026, in announcement 4126/2026. The position is effective as of October 15, 2026.
A direct appointment by the Mayor’s Office
The appointment does not stem from a selection process, but from a direct resolution by the mayor, José María Ramírez Morán, who signs the announcement. The gazette identifies the appointee by name and with a partially hidden ID number (*8505), a publication format that protects the full identity document data.
The terms of the agreement are as follows:
- Position: Secretary of Departments.
- Nature: special trust and advisory temporary staff.
- Functions: “Immediate support and collaboration for councilors,” according to the literal wording of the announcement.
- Effectiveness: from October 15, 2026.
- Duration: until dismissal is ordered or the Mayor’s term expires.
- Publication: BOP of Badajoz No. 201, October 20, 2026, announcement 4126/2026.
The legal framework of political trust
The publication is carried out, according to the text itself, in compliance with the provisions of article 104.3 of Law 7/1985, of April 2, regulating the Bases of the Local Regime. This provision requires the publication of appointments for temporary staff, a figure that local regulations reserve for trust or special advisory functions and which cannot be equated with career civil servants.
The essential characteristic of this type of position is its link to the mandate of the person who creates it: the validity of the position is tied to the tenure of the Mayor’s Office that arranged it, meaning that dismissal can be decided at any time without the standard civil service procedure. The announcement does not detail the annual cost of the position nor its placement within the municipal job registry.
Regulated selection in the same gazette
The publication of this appointment coincides in the same issue of the gazette with two other announcements from the Almendralejo City Council regarding personnel, although through a different route. Announcement 4124/2026 approves the final list of admitted and excluded candidates and the qualifying tribunal for a position of Works and Services Manager, via competitive examination and internal promotion, within the 2024 public employment offer.
Announcement 4125/2026 does the same for a position of Assistant Procurement Technician, also via competitive examination and internal promotion, in this case cross-promotion. Both procedures refer to decree 2026-2893 and decree 2026-2894, respectively, both dated August 19, 2026, and published in BOP number 164, dated August 27.
The contrast is relevant: in opposition to the processes with established rules, a qualifying board, and lists of applicants, the position of Council Secretary is filled by discretionary appointment. The announcement does not specify remuneration, dedication, or a comparison with other positions within the city council.
Why it matters
Publication in the official bulletin turns an appointment that affects municipal spending and the political support structure of the Almendralejo governing team into public information. With this announcement, any resident can find out who holds the position, their functions, and since when, although the bulletin does not detail the cost that the position represents for the local treasury.
