Almendralejo expands the tribunal for the three janitor positions

The Almendralejo City Council has modified the composition of the qualifying board for the call to fill, as permanent career civil servants, three Janitor positions through the open competitive examination system, incorporating two advisors due to the high number of applicants. The decision, adopted by decree of the Mayor’s Office-Presidency, is published in the Official Gazette of the Province of Badajoz number 164, dated August 27, 2026, via announcement 3386/2026.

The modification is part of the selection process derived from the Public Employment Offers of 2023 and 2025, and affects the previous resolution that had already approved the final list of admitted and excluded candidates, the appointment of the board, and the call for the performance of the exercises.

A board reinforced by high participation

Decree 2026-2845, dated August 10, 2026, published on August 17 in BOP number 156, had established the composition of the board and the testing schedule. Now, upon noting the high number of summoned applicants, the City Council deems it appropriate to reinforce the selection body in accordance with the fourth point of the fifth base of the call’s guidelines.

The resolution incorporates two new members as board advisors:

  • Antonio Marcos González Gómez
  • José Antonio Martínez Franganillo

Both are reminded that, as members of the board, they must abstain from intervening or may be recused when the circumstances provided for in articles 23 and 24 of Law 40/2015, of October 1, on the Legal Regime of the Public Sector, occur.

The decision is adopted under article 21.1 of Law 7/1985, of April 2, Regulating the Bases of Local Regime, and article 41.14 of Royal Decree 2568/1986, of November 28, which approves the Regulation of Organization, Operation, and Legal Regime of Local Entities. The resolution is published in the BOP, on the notice board, and on the municipal website www.almendralejo.es.

The signature corresponds to the Acting Mayor, Raquel del Puerto Carrasco, on the date of the digital signature.

Appeals and deadlines

Against the resolution, which ends the administrative route, interested parties may alternatively file:

  • An optional appeal for reversal (recurso de reposición) before the same body, within one month from the day following notification, in accordance with articles 123 and 124 of Law 39/2015.
  • A contentious-administrative appeal before the Contentious-Administrative Court of Mérida, within two months, according to article 46 of Law 29/1998.

If the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or dismissed by administrative silence.

Relevance of the process

The expansion of the tribunal responds to the need to guarantee the agility and objectivity of a process with high participation, at a time when local public employment is of great interest among applicants in the region. With the addition of the two advisors, the City Council seeks to ensure the correct development of the open competitive examinations for the three janitor positions, a key step toward the definitive filling of these career civil servant posts.
