Almenar de Soria prohibits the dumping of slurry in summer

The City Council of Almenar de Soria has made final, due to the absence of claims, the plenary agreement of June 23, 2026, which modifies the fiscal ordinance regulating the disposal of slurry in the municipality. The new regulation is published in the Official Gazette of the Province of Soria number 106, dated September 11, 2026, page 3134, with reference BOPSO-106-11092026.
The modification is processed in accordance with the provision of article 17.4 of the Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries. Since no allegations were presented during the exhibition period, the agreement becomes final and its full text is published.
What the new ordinance prohibits
Article 5, point 4, of the ordinance introduces a temporary and weekly restriction on the disposal of waste within the municipal boundary. The prohibition affects:
- Slurry, manure, and waste from agricultural, livestock, and industrial sources.
- The months of July and August, in their entirety.
- Saturdays, Sundays, holidays, and eves of holidays.
- The days of the municipality’s patron saint festivals.
The regulation provides a single path for exception: exceptional cases duly justified, which must be communicated to the city council with sufficient notice and have its express authorization.
Impact for livestock farmers and farmers
The measure directly affects the livestock farmers and farmers of Almenar de Soria, who must plan the management of their slurry and manure outside the indicated periods and days. The summer restriction coincides with the period of highest livestock activity and the application of these wastes as fertilizer, which will force an adjustment of the spreading calendars.
Deadlines and appeals
Against the final agreement, interested parties may file a contentious-administrative appeal within two months from its final approval, before the Contentious-Administrative Chamber of the High Court of Justice of Castilla y León. The document is signed by the mayor, Ángel Barca Delso, dated August 25, 2026.
The publication closes the administrative procedure and makes the new regulation mandatory, which seeks to protect the environment and neighborhood coexistence during the months of highest presence of livestock waste in the municipality.
