Almazán opens 2026 grants to rehabilitate the old town

The Almazán City Council has opened the 2026 call for grants for the awarding of aid destined for works carried out within the perimeter delimited by ordinances R1 and R2 of the town’s historic center. The call, approved by agreement of the Local Government Board on January 30, 2026, is published in the Official Gazette of the Province of Soria number 96, dated August 19, 2026, and provides for a maximum total amount of 5,000.00 euros.
The grant, which is awarded on a competitive basis, consists of aid amounting to 2% of the material execution budget of the works, and is aimed at the owners of properties located in the urban old town (ordinance R1) and in the popular old town (ordinance R2) of the General Urban Development Plan.
Object and purpose of the aid
The call seeks to incentivize improvement, expansion, or new construction actions within the historic center, compensating owners for the limitations on their building rights—lower heights, use of specific materials, or adaptation to the ancient environment—imposed by current planning to preserve the historical and architectural richness of the town.
The following activities may be eligible for the grant:
- Improvement, expansion, or new construction works carried out within the perimeter of ordinances R1 and R2.
- In newly constructed buildings, expansions, or rehabilitations intended for housing, at the time of the granting or recording of the first occupancy license.
- In the rest of the buildings, when the establishment’s opening license or the property’s authorization for use compatible with the ordinances is granted.
To receive the aid, it will be necessary to present the Construction Waste Management Certificate and the registration in form 900-D of the cadastre, with priority given to works with a budget exceeding 10,000.00 euros.
Processing and deadlines
The competent body for the instruction of the file will be the Councilor for Works, who will request as many reports as deemed necessary, while the resolution will correspond to the Mayor. Applications shall be submitted at the City Council’s entry registry or through the means provided for in Law 39/2015, and the period will remain open throughout the 2026 fiscal year from the publication of the call summary.
Applications submitted prior to said publication will also be taken into account, from the date on which, for budgetary reasons, applications from the years 2024 and 2025 could not be addressed, or those submitted throughout 2026. The period for resolution and notification will be 3 months, and the expiration without notification entitles the interested parties to consider the application dismissed by administrative silence.
Criteria and resources
The assessment will be carried out solely in order of submission of the applications, provided that they meet the requirements set forth in the guidelines. The resolution exhausts the administrative route; an optional appeal for reversal may be filed before the Mayor within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Court of Soria within two months.
The call is governed by Law 38/2003, of November 17, General Subsidies Law, Royal Decree 886/2006, Law 39/2015, and General Subsidies Ordinance No. 39 of the Almazán City Council, published in the Official Bulletin of October 9, 2017.
The initiative represents a direct stimulus for the conservation of Almazán’s urban heritage, by compensating owners for the urban planning restrictions that protect the old town and facilitating the rehabilitation of homes and premises in the historical heart of the town.
