Almagro adds a 55 euro fee to the public leisure price

The Local Government Board of the Almagro City Council approved on October 7, 2026, a new public price rate for leisure activities organized by the Council: the WARNER 2026 Cultural Trip, in a single category, with an amount of 55.00 euros. The agreement is published in the Official Gazette of the Province of Ciudad Real number 196, dated October 12, 2026, in the City Councils section (announcement number 3274), and its application begins once published in the BOP.

Rate number 36 for the trip to Warner

The agreement incorporates a single modification to the current catalog, identified as rate 36, with the following details:

• Rate 36. WARNER 2026 Cultural Trip. Single category: 55.00 euros.

The decision is adopted by delegation of the Plenary of the Corporation in the session of September 5, 2023, and is processed via the urgent procedure, as stated in the agreement itself. The reference file is 2021/8391, opened for the establishment and regulation of the public price for leisure activities in the municipality, and the text is supported by the current General Ordinance for the Approval of Public Prices, published in the BOP on September 29, 2022.

Social reasons and budgetary coverage

The file includes the planning project and the reports from the Treasury and the Municipal Audit Office. The agreement justifies setting an amount lower than the actual cost due to social reasons and indicates that the municipal budget has an adequate allocation to cover the difference between the price charged and the effective cost of the service.

The legal authorization invoked is Article 47 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries. The document is signed by the mayor, Francisco Ureña Prieto.

Publicity, entry into force, and appeals

The agreement orders the file to undergo the mandatory processing and publicity through its publication on the City Council’s notice board and in the Official Gazette of the Province, and establishes that the rate begins to apply once it appears published in the BOP.

A contentious-administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within two months from the day following the publication of the announcement.

Third round of leisure rates in one month

This Monday’s is the third update of the same public price in less than a month. BOP number 180, dated September 18, 2026, published two agreements from the Almagro City Council:

• Announcement number 2971: incorporation of rates 42, 43, and 44, corresponding to the shows “A ciegas. Bajo la Tierra que pisamos” (5.00 euros), “Jorge Bedoya: El piano de Pandora” (10.00 euros) and “KAYLOS: La mágica historia de los artistas del tiempo” (10.00 euros).
• Announcement number 2972: modification of rates 16.1 ordinary route (13.00 euros), 16.2 four-route pass (40.00 euros) and 16.3 weekend route (68.00 euros), within file 2026/8029.

In all cases, the same formula is repeated: urgent processing, prior economic reports, and prices below the actual cost supported by social reasons.

The impact on residents is direct: anyone wishing to participate in the cultural trip to Warner will have to pay 55 euros, a price that the City Council deliberately keeps below the cost of the service and the difference of which is assumed by the municipal budget. The publication in the BOP is what activates the collection and opens the two-month period to challenge it before the contentious-administrative courts.
