Temporary asbestos warehouse in Torremejía undergoes public information process

The Official Gazette of Extremadura (DOE) number 158, published on Monday, August 17, 2026, includes in its Section IV the announcement by which the Regional Ministry of Industry, Energy, Science and Territory makes available to the public the information regarding the request for unified environmental authorization (AAU) for the installation of a temporary warehouse for waste containing asbestos in the municipality of Torremejía, in the province of Badajoz. The deadline for submitting suggestions and allegations is 20 business days from the day following publication.

The initiative is promoted by the company Servicios Constructivos Construmaex, SL and falls under category 9.6 of Annex II of Law 16/2015, of April 23, on environmental protection of the Autonomous Community of Extremadura, relating to hazardous waste management facilities through storage prior to their recovery or disposal. The announcement has been signed by the Director General of Sustainable Management and Forest Policy, Juan Eloy Rodríguez Ucedo, dated August 7, 2026.

Project characteristics

The activity consists of the temporary storage of construction and demolition waste containing asbestos, with the aim of grouping together sufficient waste to complete the load of an authorized vehicle and optimize transport to the final manager, avoiding trips with reduced loads.

The technical data of the facility are as follows:

  • Location: Calle Santo Domingo, No. 22, Torremejía (Badajoz).
  • Plot: urban land with industrial use; cadastral reference 8063022QC2986S0001FL.
  • Warehouse: built area of 257 m², of which 200 m² are allocated to temporary storage.
  • Annual storage capacity: 480 tonnes.
  • Managed waste: construction materials containing asbestos, LER code 17 06 05.
  • Effective storage area: 200 m² (including aisles, handling areas and loading and unloading areas).
  • Storage volume: 400 m³.
  • Final manager: Antolín Gómez Vellerino, SLU, in Don Benito (Badajoz), for recovery operation R1301 (waste knowledge within the scope of collection).
  • Main equipment: transport trucks and forklift for internal transport.

The project is subject to the simplified environmental impact assessment procedure, as it is included in group 9.b of Annex II of Law 21/2013, of December 9, on environmental assessment.

Procedure and formalities

In accordance with Article 16, paragraph 5, of Law 16/2015, as amended by Royal Decree-Law 3/2021, of 3 March, the AAU application may be examined for 20 business days at the offices of the Directorate General for Sustainable Management and Forestry Policy, by prior appointment requested via email at exp.sostenibilidad@juntaex.es.

Simultaneously with the public information period, the application will be forwarded to the corresponding City Council so that it may issue a technical report on the suitability of the installation with respect to matters within its competence, in accordance with Article 16, paragraph 6, of the same law.

Secondary waste and regulatory framework

In addition to the main asbestos-containing waste, the activity may generate non-hazardous waste associated with its operation:

  • Paper and cardboard packaging (EWC 15 01 01).
  • Paper and cardboard (EWC 20 01 01).
  • Plastic (EWC 20 01 39).
  • Mixtures of municipal waste (EWC 20 03 01).

The unified environmental authorization authorizes and conditions the execution and commissioning of the activity from an environmental standpoint. In accordance with Article 14.3 of Law 16/2015, the AAU shall, where applicable, precede the other mandatory sectoral authorizations, including the substantive authorizations for industries and urban planning licenses.

Interested natural or legal persons may submit their suggestions and objections at any of the places provided for in Article 7 of Decree 257/2009, of 18 December, and in the registries indicated in Article 16.4 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations, addressed to the Service for Environmental Protection, Quality and Climate Change.
