Alicia Cocero Mora, new director of the cabinet for the EU

The Ministry of Foreign Affairs, European Union and Cooperation has appointed Alicia Cocero Mora as Director of the Cabinet of the Secretary of State for the European Union. The appointment is formalized by Order AUC/928/2026, of August 26, published in the Official State Gazette number 219, of September 4, 2026, and takes effect from the same day, August 26.

The order, signed by Minister José Manuel Albares Bueno, is issued by virtue of article 16.2 of Law 50/1997, of November 27, on the Government, and following the knowledge of the Council of Ministers at its meeting on August 25, 2026. The position places the new director in a key role for the coordination of Spanish European policy.

A diplomatic career profile

Alicia Cocero Mora belongs to the Diplomatic Career, a body in which she has developed a trajectory linked to the external representation of Spain. Her record of service includes postings in the European sphere and in the foreign service:

  • Counselor at the Permanent Representation of Spain to the EU in Brussels (2021).
  • Secretary at the Embassy of Spain in Finland, based in Helsinki (2018).
  • Member of the Diplomatic Career intake that entered in 2006.

A European coordination position

The Directorate of the Cabinet of the Secretary of State for the European Union assumes functions of advisory and coordination of the community affairs managed by the department. The position is part of the support structure for the Secretary of State, responsible for articulating the Spanish position before the institutions of the Union.

The procedure followed, provided for in Law 50/1997, requires the prior knowledge of the Council of Ministers for the appointments of the heads of the cabinets of high-ranking officials. The order is listed in section II.A of the gazette, dedicated to appointments, situations, and incidents of personnel in the service of the Administration.

Relevance of the appointment

The designation reinforces the team of the Secretary of State for the European Union at a time of an intense community agenda for Spain. Cocero Mora’s experience in the Permanent Representation to the EU and in the foreign service provides a profile with direct knowledge of the negotiation mechanisms in Brussels, which is decisive for the coordination of Spanish European policy.
