Por FactBox Admin

The Plenary authorizes a budget modification backed by the 2026 surplus

The Alhama de Murcia City Council has initiated the procedure to definitively approve an extraordinary credit that will allow it to increase its spending capacity. This is Extraordinary Credit No. 2/2026, a budget modification initially approved by the Plenary of the Corporation in an ordinary session held on July 30, 2026. The corresponding announcement appeared on Monday August 17, 2026 in the Official Gazette of the Region of Murcia (BORM), number 188, on page 19,594, within section IV of Local Administration.

Financing: prior year surplus and treasury surplus

The extraordinary credit is financed from two internal sources of the municipality: the 2025 fiscal year surplus and the treasury surplus for general expenses. This circumstance indicates that Alhama de Murcia closed the previous fiscal year with a positive budget result and sufficient liquid surplus to cover expenses not provided for in the current budgets, without the need to resort to external borrowing. The modification falls within the provisions of Article 169.1 of Royal Legislative Decree 2/2004, of March 5, which approves the Consolidated Text of the Regulatory Law on Local Government Finances.

Public exhibition and claims period

With publication in the BORM, the file is exposed to the public for a period of 15 business days counted from the business day following the publication date, that is, from August 18, 2026. Citizens and entities entitled under Article 170.1 of Royal Legislative Decree 2/2004 may submit claims to the Plenary of the Corporation for the reasons listed in section 2 of said provision. The documentation is available at the Finance Department of the City Council and on the electronic headquarters: https://sedeelectronica.alhamademurcia.es.

  • Issuing body: Plenary of the Alhama de Murcia City Council
  • Date of initial approval: July 30, 2026
  • Date of signing of the announcement: August 5, 2026
  • File number: 4047
  • Signing resolution: Resolution No. 2026003438
  • Signatory: Leticia Pareja Agulló, Mayor by substitution
  • Financing: 2025 surplus and treasury surplus for general expenses
  • Claims period: 15 business days from publication in the BORM
  • Consequence if there are no claims: Definitive approval of the file

Implications for the municipality

If no claims are submitted during the public exposure period, the extraordinary credit shall be deemed definitively approved without the need for a second vote by the Plenary. This procedural route, regulated under local government legislation, streamlines the budget execution of municipalities with a surplus and allows for addressing needs or investments not initially included in the budgets. For the residents of Alhama de Murcia, the definitive approval will mean that the municipal council may allocate additional resources to services or actions that the Plenary deems a priority during the remainder of the fiscal year.
