Algeciras appoints four temporary advisors with salaries of up to 48,461 euros
Por FactBox Admin

The Algeciras City Council has appointed four full-time temporary advisors, with annual remunerations ranging from 32,307.24 to 48,461.28 euros. The appointments were agreed upon through four decrees from the Mayor’s Office-Presidency and are published in the Official Gazette of the Province of Cádiz no. 195, dated October 9, 2026, under reference No. 321,135.
The announcement is based on Article 104.3 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, which requires local corporations to publicize the number, characteristics, and remunerations of positions reserved for temporary staff. These are positions of trust and special advisory, subject to free appointment and free dismissal by the Mayor’s Office, and their performance cannot extend beyond the term of the authority to whom they provide service.
The appointments were formalized through Decree No. 2026-12726, Decree No. 2026-12724, Decree No. 2026-12941, and Decree No. 2026-13130, dated September 10, 15, and 16, 2026. The public announcement was signed on September 21, 2026, by the mayor-president, José Ignacio Landaluce Calleja.
Four appointments and their annual remunerations
The four positions are filled on a full-time basis with the following gross annual remunerations:
- Fermín Oncala Gutiérrez: 32,307.24 euros per year.
- Miguel Ángel Núñez Armengol: 48,461.28 euros per year.
- José Manuel Rodríguez Agudo: 36,229.26 euros per year.
- Adrián Caballero López: 32,307.24 euros per year.
The aggregate amount of the four remunerations totals 149,305.02 euros per year, according to the data published by the Council itself. The difference between the highest and lowest paid position exceeds 16,000 euros per year.
The regime of free appointment
Temporary staff are governed by Article 104 of Law 7/1985, of April 2, which reserves these positions for functions expressly qualified as trust or special advisory. Their appointment is free and so is their dismissal, without the regulation requiring justification, and the appointment automatically lapses when the term of the authority to whom the advisor provides their function ends or expires.
The same regulation requires city councils to publish the number, characteristics, and remunerations of these positions, a transparency duty that in this case is fulfilled by inserting the announcement in the provincial gazette. The official text identifies the four appointees by their first and last names, with the National Identity Document partially hidden, and details the annual amount assigned to each.
Official publicity and expenditure control
The publication in the Official Gazette of the Province of Cádiz no. 195, dated October 9, 2026, is the mechanism that activates the publicity required by local government legislation. The announcement is included in the Local Administration section and bears the reference number No. 321.135.
The appointment decrees were issued by the Mayor’s Office in the exercise of its powers regarding the organization of trusted personnel, without the announcement detailing the specific functions each advisor will perform or the municipal area to which they are assigned.
The relevance of the publication is twofold: it officially establishes who occupies the discretionary appointment positions and allows taxpayers to know the annual cost that these four appointments represent for the municipal coffers. At 149,305.02 euros per year, the expenditure is incorporated into the temporary staff structure of the Algeciras City Council and is subject to the public scrutiny that the basic law of local government imposes on this type of hiring.
