Algeciras aprueba definitivamente las nuevas tarifas de agua y alcantarillado

The Algeciras City Council has definitively approved the modification of the ordinances regulating the non-tax public heritage provision of water supply and sewerage services, managed by Emalgesa. The agreement is made public via an edict signed on September 29, 2026, by the Deputy Mayor Delegated for Water, Álvaro Márquez Moreno, and inserted in the Official Gazette of the Province of Cádiz no. 191, dated October 2, 2026 (announcement no. 328.322).

Processing and Background

The affected files are 26015/2026, regarding the modification of the water supply service ordinance, and 26182/2026, regarding the modification of the sewerage service ordinance. Both were provisionally approved by the Plenary in the session of June 19, 2026, and subjected to public exhibition via an announcement published in the B.O.P. no. 125, dated July 2, 2026.

Following the resolution of the allegations presented by agreement of the Plenary on September 25, 2026, the approval acquires definitive status. The agreement concludes the administrative route, meaning that interested parties may file a contentious-administrative appeal within two months starting from the day following publication.

Water Supply: Fixed Fee and Consumption

The ordinance modifies articles 3, 5, 6, 7, 8, 9, and 14. The fixed or service fee now depends on the meter size, with the following amounts per two-month period:

  • 13/15 mm (2.5 m³/h): 8.05 euros
  • 20 mm (4 m³/h): 12.78 euros
  • 25 mm (6.3 m³/h): 32.30 euros
  • 30 mm (10 m³/h): 55.04 euros
  • 40 mm (16 m³/h): 84.52 euros
  • 50 mm (25 m³/h): 89.06 euros
  • 65 mm (40 m³/h): 118.35 euros
  • 80 mm (63 m³/h): 150.42 euros
  • 100 mm (100 m³/h): 215.32 euros
  • 125 mm (160 m³/h): 329.32 euros
  • 150 mm (250 m³/h): 421.15 euros
  • 200 mm (400 m³/h): 725.34 euros
  • 250 mm (630 m³/h): 1,187.49 euros
  • 300 mm and larger (1,000 m³/h): 1,548.84 euros

For domestic use, the consumption fee is billed in blocks: up to 7 m³/two-month period at 0.4370 euros/m³; from over 7 up to 18, at 0.6982; from over 18 up to 40, at 0.9310; and above 40, at 1.4048. For commercial and industrial use, the tiers are 0.7582, 1.0560, and 1.5629 euros/m³, and official bodies are taxed at a single block of 1.1616 euros/m³.

Sewerage: Service Fee and Consumption

The sewerage ordinance modifies articles 3, 4, and 5. The fixed or service fee is calculated according to the permanent flow of the meter: 2.1413 euros per two-month period for 2.5 m³/h; 4.1004 for 4 m³/h; 6.0671 for 6.3 m³/h; 9.1044 for 10 m³/h; 12.1266 for 16 m³/h; 15.1563 for 25 m³/h; 21.0943 for 40 m³/h; 40.3738 for 63 m³/h; and 62.6298 for 100 m³/h and larger.

The domestic variable fee is divided into four blocks: up to 10 m³/bimonthly at 0.3253 euros/m³; from more than 10 up to 18, at 0.5419; from more than 18 up to 40, at 0.5522; and above 40, at 0.5626. Commercial, industrial, and other uses (construction, private gardens, swimming pools) pay 0.6236, 0.7763, and 1.3219 euros/m³ according to brackets, while official bodies—including the Algeciras Bay Port Authority—have four blocks of 0.6244, 0.9078, 1.2403, and 1.3219 euros/m³.

Deposits, connections, and contracting

  • Supply deposits: from 36.1635 euros for 2.5 m³/h meters up to 1,281.9226 euros for 25 m³/h and larger; for temporary domestic supplies, these are tripled, and for industrial supplies, they are quintupled.
  • Supply connection fees: 28.99 euros/mm (parameter A) and 287.46 euros/l/s (parameter B).
  • Supply contracting fee: between 69.5230 euros (up to 15 mm) and 376.0392 euros (100 mm and larger).
  • Sewerage: sanitation term B of 61.6996 euros/l/s, inspection fees of 82.43 euros, and a deposit equivalent to one-fifth of the service fee multiplied by the diameter of the connection in centimeters.

Reductions and special rates

Pensioners, retirees, job seekers, and other subscribers with family incomes lower than 2.5 times the IPREM maintain a 50% reduction in the variable fee for the first consumption blocks; large families with incomes below 3.5 times the IPREM have access to the same discount. The basic minimum vital aid is added, set at 100 liters per registered inhabitant per day, with thresholds of 1.75 times the IPREM for domestic users and pensioners and 2.25 times for large families, reviewable every bimonthly period.

The final approval increases the bill for all subscribers in Algeciras, both due to the new fixed fees and the consumption blocks, and raises the cost of new connections and contracting. Affected users have two months from the date of publication to appeal before the contentious-administrative jurisdiction.
