Alfredo Elias Rizo Valero, new manager of the Alcoy Health Department

The Minister of Health, Marciano Gómez Gómez, has appointed Alfredo Elias Rizo Valero as manager of the Alcoy Health Department, under the Ministry of Health, through the free appointment procedure. The appointment is formalized in the Resolution of October 8, 2026, published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10476, of October 22, 2026, in section II (Authorities and personnel, appointments and dismissals), with the official reference DOGV-C-2026-32286. The assumption of office in the awarded position will take place on the first business day following the publication, that is, Friday, October 23, 2026.

The resolution is issued based on the award proposal of September 29, 2026, submitted by the evaluation commission that judged the call for the provision, by free appointment, of certain manager positions in health departments under the Ministry of Health. That call was structured through the Resolution of April 15, 2026, of the General Directorate of Personnel, published in the DOGV number 10345, of April 20, 2026.

The appointment is supported by the competence attributed to the head of the ministry by article 4 of Decree 22/2025, of February 11, of the Consell, which approves the Organic and Functional Regulations of the Ministry of Health.

Deadlines and means of appeal

The resolution exhausts the administrative route, therefore the following may be filed against it:

• Contentious-administrative appeal before the competent jurisdictional body, within a period of two months from the day following publication, in accordance with articles 8, 10, 14, and 46 of Law 29/1998, of July 13.
• Optional appeal for reversal (reconsideration), within a period of one month from the day following publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
• Any other appeal that the interested party deems appropriate in defense of their rights.

The impact of the decision is direct on the region of l’Alcoià and el Comtat: the management of the Alcoy Health Department assumes the direction of primary and hospital care within its scope, the personnel management, and the organization of resources of the Hospital Virgen de los Lírios and its dependent centers.
