Alfonso Pobes will lead Nephrology at Cabueñes Hospital

The Health Service of the Principality of Asturias (SESPA) has awarded Alfonso Pobes Martínez de Salinas the direction of the Clinical Management Area of Nephrology at the Cabueñes University Hospital, in Gijón. This is established by the Resolution of September 9, 2026, of the Management of Health Area III Oriente, published in the Official Gazette of the Principality of Asturias (BOPA) number 179, of September 16, 2026, under code 2026-07484.
The process is part of the call launched by the Resolution of April 23, 2026, published in BOPA number 88, of May 11, 2026, under the framework of Decree 87/2014, of October 8, which regulates the systems for filling singularized job positions and middle management within the scope of SESPA, and its first amendment, Decree 49/2019, of June 21, 2019.
A two-phase process
The call was resolved after the completion of the two phases provided for in the procedure, based on the proposal submitted by the Evaluation Commission. The award is issued in accordance with articles nine and ten of Decree 87/2014 and bases eight to ten of the call, by virtue of the competence delegated by the Managing Director of SESPA through the Resolution of August 3, 2012 (BOPA of December 9, 2014).
The new director must take office on the day following the publication of the resolution in the BOPA.
Evaluation and termination
The awardee will be subject to a periodic evaluation regime:
- They must pass an evaluation at the end of each five-year period of effective performance in the position.
- Their continuity may be agreed upon for similar periods provided they pass the evaluations in accordance with articles 11 and 12 of Decree 87/2014.
- They may be terminated for any of the causes established in article 13 of the aforementioned decree.
Appeals
Against the resolution, which does not exhaust the administrative route, an administrative appeal (recurso de alzada) may be filed before the Regional Minister of Health within one month starting from the day following its publication, in accordance with article 134 of the Law of the Principality of Asturias 7/2019, of March 29, on Health, in relation to article 27 of Law 2/1995, of March 13, and articles 121 and following of Law 39/2015, of October 1, on Common Administrative Procedure.
The resolution, signed in Gijón on September 9, 2026, by the Manager of Health Area III Oriente, consolidates the leadership of a key service for the Gijón health area, where Nephrology treats patients with chronic kidney disease, dialysis, and transplants. The appointment of a manager with a five-year evaluation reinforces SESPA’s commitment to clinical management by areas and accountability in the leadership positions of the Asturian health system.
