Public allegations regarding the BADIL FV solar plant in Quel and Arnedo

The Government of La Rioja has opened the public information process for the simplified Environmental Impact Assessment file of the solar photovoltaic hybridization plant project with storage for grid connection “BADIL FV” and evacuation infrastructures, in the municipalities of Quel and Arnedo. The announcement is signed by the Director General of Environmental Quality, Climate Change and Water, Isabel Vitoria Díez, and is published in the Official Gazette of La Rioja no. 191, of October 5, 2026, section III of Other Provisions and Acts, with the official reference III.3720 (BOR-A-20261005-III–3720). Interested parties have a period of thirty business days from the date of publication to submit allegations and observations.

A simplified environmental process

The resolution is based on article 20.1 of Decree 29/2018, of September 20, which approves the development regulation of Title I of Administrative Intervention of Law 6/2017 on Environmental Protection of La Rioja, text modified by Decree 26/2024, of September 3. The file is processed under number EIA 15/2026 and installation reference AT/0025726, and its promoter is the company Rancho Luna Power, S.L.U.

The project is subject to a simplified evaluation, rather than an ordinary one, because the installation fits into Annex II of Law 21/2013, of December 9, on environmental assessment, specifically in:

• Group 4, Energy Industry, section j): installations for the production of electrical energy from solar energy not included in Annex I, nor installed on roofs or rooftops of buildings, as well as those occupying an area of less than 5 hectares, unless they meet general criteria 1 or 2.
• Group 4, section n): stand-alone energy storage through electrochemical batteries or with any technology of a hybridized nature with electrical energy installations.

How and where to submit allegations

The period of thirty business days begins to count from the publication of the announcement in the Official Gazette of La Rioja, that is, from October 5, 2026. Allegations must indicate the file number, the sender, and the subject, and are submitted through the Electronic Office of the Government of La Rioja, at the address https://www.larioja.org/oficina-electronica/esweb=000&proc=12327.

The announcement is internally identified in the electronic repository of the Government of La Rioja with the secure verification code BOR-A-20261005-III–3720 and registration number 202610010124734, and consists of one page, page 16798 of the gazette.

Consultation of the environmental document

The file falls under the Ministry of Agriculture, Livestock, Rural World and Environment, which oversees the General Directorate of Environmental Quality, Climate Change and Water that issued the announcement, dated in Logroño on October 1, 2026.

Impact for residents and groups

The opening of this process gives a voice to the residents of Quel and Arnedo and to the environmental groups in the area, who may file objections regarding land occupation, the effect on the landscape, and the impact of the evacuation infrastructures associated with the plant. Since this is a simplified assessment, the environmental ruling that closes the file will be decisive for the subsequent authorization of the project; therefore, the objection period is the primary formal channel for citizen participation before the Administration reaches a resolution.
