Aldo José Chaparro Luy assumes the Executive Direction of CEPLAN following resignation

The Executive Branch appointed Aldo José Chaparro Luy as the new Executive Director of the National Center for Strategic Planning (CEPLAN) and accepted the resignation of Luis Enrique De la Flor Saenz from the same position. The decision was formalized through Ministerial Resolution No. 326-2026-PCM, published in the Official Gazette El Peruano on Thursday, September 17, 2026, within the Legal Norms section. The document bears the signature of the President of the Council of Ministers, Luis Fernando Galarreta Velarde, and is dated in Lima, September 15, 2026.

The regulation is based on Legislative Decree No. 1088, the Law of the National Strategic Planning System and the National Center for Strategic Planning, whose numeral 7.7 of article 7 provides that the Board of Directors of CEPLAN approves the appointment of the Executive Director and that appointments are made via ministerial resolution from the Presidency of the Council of Ministers (PCM). It also invokes Supreme Decree No. 053-2022-PCM, which approves the Regulations of Law No. 31419 regarding suitability in the access to and exercise of public function, and the Integrated Text of the Organization and Functions Regulations of the PCM, approved by R.M. No. 239-2026-PCM.

De la Flor Saenz had been appointed to the position via R.M. No. 246-2022-PCM and submitted his resignation via an unnumbered letter dated September 3, 2026. The Board of Directors of CEPLAN accepted the appointment proposal for Chaparro Luy in the Minutes of Ordinary Session Three Hundred Sixty-One, dated September 8, 2026, and the president of that body requested the issuance of the ministerial resolution through Official Letter No. 000457-2026-CEPLAN-PCD, dated September 11, 2026.

The process that formalized the change of command

• R.M. No. 246-2022-PCM: appointed Luis Enrique De la Flor Saenz as Executive Director of CEPLAN.
• Unnumbered letter of September 3, 2026: resignation of the outgoing head.
• Minutes of Ordinary Session Three Hundred Sixty-One (September 8, 2026): the Board of Directors agreed to accept the appointment proposal for Aldo José Chaparro Luy.
• Official Letter No. 000457-2026-CEPLAN-PCD (September 11, 2026): formal request for the ministerial resolution.
• R.M. No. 326-2026-PCM (September 15, 2026, published on the 17th): accepts the resignation and formalizes the appointment.

The new head

Aldo José Chaparro Luy joins CEPLAN after having served as Advisor I to the Head of Agromercado, an entity attached to the Ministry of Agrarian Development and Irrigation (MIDAGRI). His resignation from that position of trust was accepted via Chief Resolution No. 050-2026-MIDAGRI-AGROMERCADO/J, published in El Peruano on September 10, 2026, with his last working day being September 9, 2026.

Which institution he will now lead

CEPLAN is a public law body created by Legislative Decree No. 1088 and constitutes the governing and guiding body of the National Strategic Planning System (SINAPLAN). Its competencies are national in scope, it operates as a budgetary unit, and it is composed, among other bodies, of the Executive Directorate and the Board of Directors. Its functions include advising State entities and regional governments on the formulation, monitoring, and evaluation of strategic policies and plans, as well as issuing mandatory technical opinions on instruments such as the Concerted Regional Development Plans.

The change of leadership occurs at a time of high demand for technical assistance from the governing body: in September alone, CEPLAN issued rulings on the validity of the 2026-2040 Concerted Regional Development Plan of Lambayeque and on the articulation of the institutional plans of that regional government.

The appointment defines who will lead the institution responsible for articulating the strategic planning of the Peruvian State across the three levels of government, with a direct impact on the formulation of national policies, institutional plans, and public budgets. For public sector operators, the new head assumes the leadership of SINAPLAN with the task of sustaining technical assistance to regional and local governments and ensuring the methodological consistency of current planning instruments.
