Aldea del Cano yields its rooftops to an energy community for solar panels

The Aldea del Cano City Council has awarded, via direct award, the public domain concession for the private use of the rooftops of four municipal buildings to the Aldea del Cano Renewable Energy Community Association, which will install photovoltaic solar panels in exchange for granting the council 30% of the electrical energy generated. The decision, adopted by Mayoral Resolution and signed by Mayor Miguel Salazar Leo, is published in the Official Gazette of the Province of Cáceres on September 10, 2026 (official reference BOP-2026-4226).
The procedure is part of file no. 322/2025, initiated by agreement of the Corporation’s Plenary on December 3, 2025. Approval corresponds to the Mayor’s Office in accordance with the Second Additional Provision of Law 9/2017, of November 8, on Public Sector Contracts, which transposes Directives 2014/23/EU and 2014/24/EU into the Spanish legal system. The signing of the contract was set for August 20, 2026, at 11:00 AM at the City Council.
Object of the concession
The concession covers the rooftops of four municipally-owned properties, each with its own installed capacity and granted surface area:
- Public School (Av. Constitución, 8): capacity of 15 kW and 160 m² of granted rooftop.
- Municipal Swimming Pool (Calle Calvario, 1): capacity of 10 kW and 105 m² of granted rooftop.
- Public Library (Calle Tesoro, 6): capacity of 15 kW and 160 m² of granted rooftop.
- City Council (Plaza Mayor, 1): capacity of 10 kW and 130 m² of granted rooftop.
The cadastral references of the properties are 1621001QD3512S0004UW (school), 1623701QD3512S0001LX (pool), 1224001QD3512S0001TX (library), and 1323001QD3512S0002HM (city council).
Fee and conditions
The fee is set in kind: the City Council will receive 30% of the electrical energy generated by each of the solar installations, under the conditions set out in the successful bidder’s offer and in the Specifications document. The resolution also orders the concession to be recorded in the Municipal Asset Inventory once formalized, and the agreement to be published in the provincial gazette and on the council’s electronic office.
Boosting municipal self-consumption
The measure makes Aldea del Cano an example of shared self-consumption in the rural Extremaduran environment, by utilizing public rooftops without investment costs for the council and obtaining a percentage of the generated energy in return. The initiative reinforces the municipal commitment to renewable energies and can serve as a model for other municipalities in the province seeking to reduce their energy bills and advance in the ecological transition.
