Alcorcón creates the municipal registry of applicants for protected housing

The Alcorcón City Council has created the Municipal Public Registry of Protected Housing Applicants (RPDVP) and has approved the rules that will govern the admission of its registrations. The agreement was adopted by the Local Government Board at its session of August 4, 2026, and is published in the Official Gazette of the Community of Madrid, number 192, of August 13, 2026 (reference BOCM-20260813-48). Applications may be submitted from September 1, 2026.
The registry, which is publicly owned, will operate as a single register for citizens to apply as applicants for protected housing promoted on municipal land in Alcorcón, whether under a purchase-sale arrangement, lease, assignment of surface rights, or assignment of use. In addition to organizing demand, the City Council will use it as a technical and objective instrument to determine the municipality’s real housing needs and to develop social policies that enable access to a home under dignified conditions.
Approval and opening of the application period
The creation of the registry and its general rules were approved under item 36/2026-12/318 on the agenda of the Local Government Board, which met on August 4. The period for submitting applications will open when the Housing and Urban Agenda Office publishes the notice at www.habitalcorcon.es, in no case before September 1, 2026.
The full text of the rules, signed on August 5 by the deputy councilor for Urban Agenda, Planning, Development and Maintenance of the City, Miguel Ángel González García (file 03/13.116/26), establishes that the registry will be organizationally dependent on the Housing Office, located at Avenida de la Libertad 9, local 7.
Requirements for registration
The following natural persons, Spanish or foreign, may apply for registration provided they meet the following requirements:
- Be of legal age or an emancipated minor and not be legally incapable of entering into contractual obligations.
- All members of the family unit must be registered in the municipal census of Alcorcón for a minimum of three years, extendable to five in each call for applications.
- In the case of foreigners, hold a legal residence permit in Spain.
- Neither the applicant nor any member of the family unit may hold full ownership or a real right of use over another dwelling anywhere in the national territory.
- Have annual family income equal to or less than 5.5 times the IPREM, weighted according to the number of members.
- Be up to date with tax obligations and with Social Security.
Women who are victims of gender-based violence, trafficking or sexual exploitation, as well as persons with refugee status or political asylum, are exempt from the census registration requirement.
How to submit the application
Applications will preferably be submitted electronically, which requires a digital certificate, free of charge for residents of Alcorcón; it may also be completed in person by prior appointment at the Housing Office. The required documentation is limited to the official form (Annex I), the responsible declaration (Annex II), and a photocopy of the valid DNI, NIF, or NIE.
The order of submission confers no preference: homes will always be awarded by public draw before a notary in Alcorcón, and the sale, rental, or transfer price will not exceed the legal maximum set by the Community of Madrid. Registration will be valid for four renewable years, and the register will remain closed to new entries during the application period for each specific call.
With this instrument, Alcorcón transparently regulates access to municipal protected housing, with uniform rules for scoring, publicity, and data protection. Interested residents should watch for the opening announcement to be published by the Housing and Urban Agenda Office at www.habitalcorcon.es, expected no earlier than September 1, to formalize their registration and participate in the upcoming draws.
