Alcolea del Río nombra a Rafael Burgos jefe de la Policía Local

The Alcolea del Río City Council has appointed Rafael Burgos Ortíz as the chief of the municipality’s Local Police through free designation. The decision is formalized in Mayor’s resolution number 2026-0278, dated October 8, 2026, published in the Official Gazette of the Province of Seville number 198, corresponding to Tuesday, October 13, 2026, with official reference BOP-SE-2026-198003.

The file, processed under number 596/2026 within the job position change procedure, is titled “provision of free Local Police Chief position.” The resolution is signed by the mayor-president, José Raimundo López González, and by the secretary-auditor, María Dolores Agujetas Muriel, both with an electronic signature date of October 8, 2026.

A newly created body

The appointment comes after the Plenary of the Corporation agreed in the session of May 29, 2025, to create the Local Police Force of Alcolea del Río. A subsequent modification, adopted in the session of December 17, 2025, established its final composition:

  • 5 Police positions make up the staff of the new force.
  • One of the officers will assume the functions of leadership through the procedure provided for in Law 6/2023, of July 7, on Local Police of Andalusia.
  • The positions were included in the budget staff with the remuneration conditions for Agent and Officer positions established by plenary agreement.

The filling of the position was agreed upon by the Local Government Board in the session of August 11, 2026, through the free designation procedure, by virtue of the delegation of powers conferred by Mayor’s resolution 165/23, of June 26, and under article 21.1.g) of Law 7/1985, of April 2, regulating the Bases of the Local Regime.

A single candidate and rules published in August

The regulatory bases of the call were published in BOP number 159, of August 18, 2026. Once the application submission period provided for in the fifth base ended, only one applicant applied, who met all the required requirements.

The mayor then issued resolution number 0239/2026, of September 7, 2026, by which the participants were definitively declared admitted or excluded, with publication on the municipal notice board. The text includes the identification of the selected candidate, Rafael Burgos Ortíz, with his ID partially hidden for data protection.

During the public exhibition period, no objections were filed, in accordance with the provisions of article 26 of Law 6/2023 on Local Police of Andalusia.

Deadlines for taking office and subsequent procedures

The Mayor’s resolution establishes, in its operative part, a specific calendar for the incorporation of the new command:

  • Assumption of office within three business days if the appointment does not involve a change of residence.
  • One month if it involves a change of residence or reentry into active service.
  • The period will be counted from the day following the cessation of duties, following the publication of the appointment in the Official Provincial Gazette.

Furthermore, the agreement orders the publication of the appointment in the BOP and on the municipal electronic office, notification to the Personnel Registry of the date of assumption of office for inclusion in the personal file, and notification to the Local Police Registry of Andalusia.

Impact for the municipality

The appointment culminates the process of establishing the first Local Police Force of Alcolea del Río, a security structure of its own that previously did not exist in the municipality. For the residents, it means having a single and stable command leading a staff of five officers, while for the Andalusian police collective, it consolidates a new leadership destination filled by free appointment and subject to the deadlines and official registries provided for in the regional regulations.
