Alcolea del Pinar abre 8.500 euros en ayudas sociales, culturales y educativas

The Alcolea del Pinar City Council has opened the call for educational, cultural, and social grants to support family reconciliation, with a budget of 8,500 euros, in accordance with the Strategic Grant Plan charged to the 2026 budget. The guidelines were approved by Mayoral Resolution 2026-0093 and the summary is published in the Official Gazette of the Province of Guadalajara number 202, dated October 22, 2026, with identification in the National Grants Database BDNS (Identif.): 936395. Interested parties have 15 calendar days from the publication of the summary to submit their applications.

Allocation of credit and types of aid

The call is charged to the 2026 budget credits under applications 231-481 and 920-480, and the total maximum amount is distributed across three lines:

  • Cultural: 1,500 euros for cultural entities domiciled in the municipality that promote local identity.
  • Educational: 1,500 euros for parents’ associations and entities that advocate for the educational quality of the municipality’s students.
  • Social for protection and reconciliation: 5,500 euros for individuals, groups, and families in situations of vulnerability or emergency.

The procedure is processed under a competitive bidding regime, and the grant amount may not exceed 90% of the budget for each programmed activity. In the cultural and educational lines, invoices dated up to December 31, 2026, will be accepted; for reconciliation aid, the time limit is extended to June 30, 2027, due to the school year.

Requirements for families and income thresholds

Social aid is aimed at facilitating family reconciliation and the maintenance of school centers in a municipality classified as grade 2 severe depopulation, in accordance with Article 82 of Organic Law 3/2020, of December 29. The regulation refers to Decree 47/2025, of July 1, of the Department of Education, and requires proof of a family income equal to or lower than the following thresholds:

  • One member: 5,357.35 euros for full aid and 11,480.92 euros for partial aid of 50%.
  • Four members: 7,397.27 euros and 17,072.29 euros, respectively.
  • Twelve members: 12,837.04 euros and 31,982.61 euros.

Students who are orphaned due to the death of their mother by gender-based violence, in legal foster care in a public institution, with special educational needs enrolled in public special education centers, or entitled to school transport contracted by the educational Administration, are exempt from meeting the income requirement.

Scales, deadlines, and deciding body

The distribution of work-life balance grants is scored with 5 points if the family unit does not exceed 2.5 times the IPREM (21,000 euros per year), 3 points if it exceeds it by up to 25%, and 1 point if it exceeds that percentage. An additional 1 point is added for a single family income derived from an employment contract, 2 points for more than two contracts, and 5 points for a favorable report from Social Services regarding the need for the aid.

The instruction corresponds to a collegiate body formed by the Mayor’s Office, the Councilor for Culture, and the City Council Secretariat, and is resolved by the Mayor’s Office via resolution. The maximum period for resolution and notification is six months, with a negative administrative silence; the period for correcting applications is set at 10 days, and allegations to the provisional proposal are also set at 10 days. Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the Mayor within one month, or a contentious-administrative appeal before the Contentious-Administrative Court of Guadalajara within two months.

Regulatory Framework and Processing

The guidelines are based on Law 38/2003, of November 17, General Law on Subsidies, its Regulation approved by Royal Decree 887/2006, of July 21, Law 39/2015, of October 1, and Royal Decree 130/2019, of March 8, which regulates the National Subsidy Database. The municipal General Subsidy Ordinance was approved on May 12 in an extraordinary session and published in the BOP of Guadalajara number 90, on May 14. The text appears signed in Alcolea del Pinar by the mayor Alberto Guerrero Lafuente on October 20, 2026.

The call comes at a time when the continuity of school services and associative activity are decisive for the social viability of the municipality. For families with school-aged children, the grants can cover up to 90% of the cost of the requested service, and for cultural and educational associations, they represent the main municipal funding route for their annual programs. The period of 15 calendar days from the publication of the summary makes it advisable to prepare the documentation now: activity report, itemized budget, and certificates of being up to date with the City Council, the Public Treasury, and Social Security.
