Alcobendas initially approves the urbanization of the S-1 Los Carriles sector

The Local Government Board of the Alcobendas City Council, in an ordinary session held on July 14, 2026, initially approved the Urbanization Project for Sector S-1 “Los Carriles” of the General Urban Development Plan of Alcobendas. The agreement, signed by the Mayor-President Rocío García Alcántara on July 23, 2026, is published in the Official Gazette of the Community of Madrid, number 214, dated September 8, 2026, page 77.

The project, promoted by the Collaborating Urban Entity “Compensation Board of Sector S-1 of Alcobendas”, is developed in execution of the Partial Plan of the aforementioned sector, to which it conforms. With the initial approval, the phase of citizen participation and mandatory reports is now open before its final approval.

Public information and allegations

The file is subject to public information for a period of twenty (20) days, through announcements that will be inserted in the OFFICIAL GAZETTE OF THE COMMUNITY OF MADRID and in one of the highest circulation newspapers in the province. During this period, interested parties may examine the documentation and submit allegations.

• The period is calculated from the day following the publication of the announcement in the BOCM.
• The file and technical documentation can be consulted through the urban information channels on the City Council website: https://www.alcobendas.org
• Allegations shall be submitted in writing to the General Registry of the Corporation or through its electronic registry.

Mandatory reports

The agreement also includes the request for reports from the administrative bodies and entities legally provided as mandatory, as well as those required by the applicable sectoral legislation, in accordance with article 59.2 b) of Law 9/2001. Likewise, the technical conformities and supporting documents indicated in the municipal technical report must be obtained.

Publication by electronic means is carried out in accordance with the provisions of article 70 ter of the Law on the Bases of Local Regime.

Relevance for the municipality

The initial approval of Sector S-1 “Los Carriles” represents a decisive step for the urban development of Alcobendas, as it defines the urbanization works that will provide infrastructure and services to the new area. Citizen participation during the twenty days of public information will allow residents and interested entities to learn about the scope of the project and formulate allegations before the file continues its processing toward final approval.
