Alcoa achieves public domain in San Cibrao for the submarine emissary

The General Directorate of Renewable Energies and Climate Change, under the Department of Environment and Climate Change, has granted 1,927.65 square meters of the maritime-terrestrial public domain to Alúmina Española, S.A. The area is intended for the submarine outfall for the evacuation of wastewater from the Alcoa industrial complex in San Cibrao, in the municipality of Cervo. The decision was announced in the Official Gazette of Galicia (DOG) number 179, dated September 21, 2026, on page 49719, within section VI, Announcements.

The publication responds to the mandate of article 152.12 of the General Coastal Regulations, approved by Royal Decree 876/2014, of October 10, which requires the publication of resolutions granting the occupation of the maritime-terrestrial public domain. The announcement, dated July 27, 2026, was signed by the Director General of Renewable Energies and Climate Change, Paula Uría Traba, and refers to the resolution issued on July 22, 2026.

The conditions of the concession

The resolution of the General Directorate of Renewable Energies and Climate Change, dated July 22, 2026, grants the concession with the following main conditions:

• Holder: Alúmina Española, S.A.
• Purpose: submarine outfall for the evacuation of wastewater from the Alcoa industrial complex in San Cibrao.
• Area: 1,927.65 m².
• Term: 15 years.
• Fee: 23,515.64 euros.

The legal framework for coastal occupation

The concession is registered under the occupation regime of the maritime-terrestrial public domain regulated by Royal Decree 876/2014, a regulation that develops coastal legislation. Article 152.12 establishes the obligation to publish resolutions of this type in the official bulletin, in order to guarantee the transparency of authorizations on the coast and allow interested parties access to the exact terms of the occupation.

The competence to resolve corresponds to the autonomous community through the Department of Environment and Climate Change, which channels these files through the General Directorate of Renewable Energies and Climate Change.

The outfall of the San Cibrao complex

The object of the concession is the submarine outfall that evacuates the wastewater from the Alcoa industrial complex located in San Cibrao, in the municipality of Cervo. The granted area of 1,927.65 square meters covers the occupation of the maritime-terrestrial public domain necessary for this discharge infrastructure.

The 15-year term and the fee of 23,515.64 euros set the temporal and economic conditions of the occupation, which is formalized in favor of Alúmina Española, S.A. as the holder of the concession.

The resolution guarantees the continuity of the landfill evacuation infrastructure of the industrial complex, a facility linked to the productive activity of the Lucense coast. The publication in the Diario Oficial de Galicia allows the exact terms of the occupation to be known and the full resolution to be consulted at the official link.
