Alcanar approves the stormwater network up to the Sénia river

The Local Governing Board of the Alcanar City Council initially approved, in the ordinary session of September 23, 2026, the Construction Project for the stormwater network of Carretera Nova, Joan Maragall, and Constitució Avenue streets, as well as the collector leading to the Sénia river, in its Phase 2. The agreement was published in the Official Gazette of the Province of Tarragona on September 28, 2026, with the official reference CVE 2026-08913, and opens a one-month public information period. The document is signed by the mayor, Marc Chavalera Esbri, dated September 25, 2026.

A project of over one million euros

Electronic file 2241/2025 details the economic figures of the action, positioning the work as one of the prominent municipal investments of the term:

• Material execution budget: 991,540.28 euros.
• General execution budget by contract, VAT included: 1,427,718.86 euros.

The objective is the construction of a separate stormwater collection network in three urban roads of the municipality and the connection of the collector to the Sénia river, the river course that marks the southern limit of the municipal district. This is the second phase of a project that already has an immediate precedent in the same municipality: the specific modification of the General Urban Development Plan in the surroundings of Barranc del Llop, also submitted for public information and published in the same gazette with the reference CVE 2026-08917.

One month to examine the project

The initial approval entails the opening of a one-month public information period, which will be carried out through edicts published in three channels:

• The Official Gazette of the Province of Tarragona.
• The notice board of the Alcanar City Council.
• The municipal website, alcanar.cat.

During this period, the project may be examined by any interested person at the municipal offices, located at Generalitat Street, 10 in Alcanar, and will also be available to interested parties at the city council’s electronic headquarters. The objective of the procedure is to allow the submission of any allegations deemed appropriate before the final approval.

Consultation and submission of allegations

The published announcement specifies the rights of natural and legal persons during the process, which are summarized in two ways:

• Consult the written and graphic documentation that makes up the file and obtain copies thereof, with the obligation of the competent administrations to guarantee access from the start of the period.
• Submit allegations or suggestions, as well as reports or documents considered appropriate in relation to the instrument submitted for public information.

The file is thus submitted to citizen scrutiny before the bidding and execution of the works, a mandatory preliminary step in the processing of local infrastructure projects.

The importance of the news lies in the scope of the action: the new storm drain network and the collector leading to the Sénia river are intended to improve the drainage of several streets in Alcanar and reduce the risk of flooding during episodes of intense rain, a recurring problem in coastal municipalities with nearby ravines and gullies. With a contract budget exceeding 1.4 million euros, the project now reaches the public participation phase, the final filter before the city council can tender the works.
