Alcanar initially approves the modification of the PGOU at Barranc del Llop

The City Council of Alcanar has initially approved the specific modification of the General Urban Development Plan (PGOU) in the area surrounding the Barranc del Llop. The municipal Plenary agreed to this in the ordinary session on September 9, 2026, and the announcement was published in the Official Gazette of the Province of Tarragona (BOPT) on September 28, 2026, with the reference CVE 2026-08917. The agreement opens a one-month public information period so that residents and interested parties can examine the file and submit allegations.

The electronic file is 4125/2026 and the announcement bears the signature of the mayor, Marc Chavalera Esbri, dated September 25, 2026. The specific modification affects land and uses of the municipality in the area of the Barranc del Llop, under the terms contained in the municipal file, which the announcement does not detail regarding surface area or specific changes in classification. The text reminds that the initial approval is not definitive: it will only become so if no allegations or claims are submitted during the open period.

One month to consult and object

During the public information period, any natural or legal person may exercise two rights:

• Consult the written and graphic documentation that makes up the instrument or file and obtain copies thereof.
• Submit allegations or suggestions, as well as any reports or documents deemed appropriate.

The deadline is one month and the file can be examined at the municipal offices, located at Generalitat Street, 10 in Alcanar, and on the City Council’s electronic headquarters (alcanar.cat). Competent administrations are obliged to guarantee consultation and the obtaining of copies from the start of the process.

Publication and hearing for neighboring municipalities

The announcement is disseminated through four channels:

• The Official Gazette of the Province of Tarragona (BOPT).
• The Official Gazette of the Generalitat of Catalonia (DOGC).
• A high-circulation newspaper in Catalonia.
• A local newspaper.

Simultaneously, a hearing is granted to the city councils whose territorial scope borders that of Alcanar, in accordance with article 85.7 of the TRLUC. If no allegations or claims are submitted within the deadline, the project will be understood as definitively approved without the need for any further agreement.

Other Alcanar files in the same gazette

The same issue of the BOPT includes another municipal procedure from Alcanar: the initial approval of the Construction Project for the rainwater network of Carretera Nova street, Joan Maragall street, Constitució avenue and the collector to the Sénia river, PHASE 2 (CVE 2026-08913, file 2241/2025). The Local Government Board approved it on September 23, 2026, and a one-month public information period is also opened.

The material execution budget of the project is 991,540.28 euros and the general execution budget for contract, VAT included, is 1,427,718.86 euros.

Impact for neighbors

The modification of the PGOU at Barranc del Llop is a planning change that conditions the land and future uses of the area, and the public information month is the only window for neighbors and affected owners to intervene before the approval becomes final. Once the deadline passes without objections, the agreement will be closed without any further municipal procedure.
