Bezana’s mayor temporarily steps down due to hospitalization

The Mayor’s Office of Santa Cruz de Bezana has made public the delegation of the mayor’s duties, Carmen Pérez Tejedor, to the first deputy mayor, Manuela Bolado Alcalde. The mayor suffered an accident on August 10, 2026, which leaves her unable to exercise her powers, so the substitution mechanism provided for in local regulations was activated immediately. The resolution was adopted that same day and is now published in the Official Gazette of Cantabria (BOC No. 158, of August 18, 2026), with official reference CVE-2026-6534.

Legal basis: Article 47 of the Regulations on Organization, Operation and Legal Regime of Local Entities

The resolution expressly invokes Articles 46 to 48 of Royal Decree 2568/1986, of November 28, which approves the Regulations on Organization, Operation and Legal Regime of Local Entities (ROF). Specifically, Article 47.1 establishes that deputy mayors substitute for the mayor in all of their functions in order of appointment in cases of absence, illness or impediment.

Paragraph 2 of the same article states that, when the mayor is absent for more than 24 hours without having conferred a delegation, or when it is impossible for them to grant one due to unforeseen circumstances, the corresponding deputy mayor assumes all of their functions, reporting to the rest of the Corporation. This is precisely the case that applies: the mayor’s sudden incapacity due to hospital admission.

Content of the resolution and measures adopted

The resolution, identified with file 38/2381/2023, contains the following agreements:

• First. Temporarily delegate to Manuela Bolado Alcalde the exercise of all powers and attributions that local government legislation confers on the Mayor’s Office, for the necessary time and as long as the mayor is unable to exercise her functions.
• Second. Notify the resolution to the first deputy mayor, Ms. Manuela Bolado Alcalde.
• Third. Publish the resolution in the BOC, without prejudice to its validity from the moment of its adoption.

The resolution was signed in Santa Cruz de Bezana on August 12, 2026, by Manuela Bolado Alcalde herself, in her capacity as first deputy mayor, and is subject to the provisions of Article 44 of the Organic Regulations on Operation and Legal Regime of Local Entities (ROFRJEL).

Implications for the municipal government of Santa Cruz de Bezana

The delegation is temporary in nature and its duration is conditioned on the mayor’s recovery. In the meantime, Manuela Bolado Alcalde will exercise all powers inherent to the Mayor’s Office, including the presidency of the Plenary, the direction of the local government, the leadership of the Municipal Police, and the competencies in matters of citizen security, among others. The situation does not imply a vacancy in the Mayor’s Office, but rather a temporary substitution, so the political lines of the current municipal government remain unchanged.

The publication of the resolution in the BOC fulfills the duty of transparency and publicity required by local government regulations, and allows residents and administrative bodies to formally know who holds municipal competencies during the period of the mayor’s incapacity.
