Mayor of Val do Dubra reorganizes delegations among councilors

The Val do Dubra Town Council has reorganised its local government structure through Resolution No. 618/2026, of 11 August 2026, issued by the Mayor. This agreement, published in the Official Gazette of the Province of A Coruña, issue number 155, of 17 August 2026, amends the first point of Resolution No. 415/2023, of 22 June 2023, regarding special delegations.
The resolution distributes municipal management responsibilities among the five members of the corporation, making effective the new organisational structure, which will come into force upon the formal acceptance of the beneficiaries.
New council delegations
The councillors taking on new responsibilities in the reorganised structure are:
- Raquel Mallo Domínguez: Councillorship for Economy, Finance, Trade, Tourism and Equality. It covers the areas of Budgets, Taxes, Treasury, Trade, Consumer Affairs, Fairs, Tourism and Equality.
- María del Carmen Vilacoba Mourelle: Councillorship for Social Welfare, Volunteering, Youth and Citizen Participation. It covers Social Services, Work-Life Balance, Migration, Volunteering, Youth and Citizen Participation.
- Antonio Negreira Noya: Councillorship for Infrastructure and Public Works, Historical Heritage, Rural Environment and Employment. It covers Planning and Programming of Public Works, Municipal Works Brigades, Rural Roads, Heritage, Fire Prevention and Extinction, and Employment.
- Rosa María Domínguez Rial: Councillorship for Education and Culture. It covers Education, Municipal Nursery School, Early Morning Service, Culture, Festivals, Music School and Municipal Library.
- Iván Barcia Fernández: Councillorship for Sports, Health Promotion and Innovation. It covers Sports, Health, Aula Mentor and ICTs.
Responsibilities remaining with the Mayor’s Office
The Mayor Diego Luís Díaz Méndez assumes direct management of the non-delegated responsibilities, which include:
- General Administration (Registry, Secretary-Comptroller’s Office, Procurement, Human Resources, Communication, Language Normalisation, Institutional Relations and Transparency).
- Environment and Basic Services (Waste Management).
- Urban Planning, Town Planning, Mobility and Security (Civil Protection).
The content of the delegations in favour of the councillors includes the power to direct and manage the corresponding services, including the capacity to formulate proposals and sign procedural documents, but not the power to resolve through administrative acts affecting third parties.
Formal procedures
The resolution establishes that its effectiveness is conditioned upon formal acceptance by the affected councilwoman. Once accepted, it must be published in the Official Bulletin of the Province of A Coruña and on the notice board of the electronic headquarters of the Val do Dubra City Council. Additionally, the Plenary of the Corporation will be informed, in compliance with article 38 of the Regulations on the organization, operation, and legal regime of local entities.
The resolution was signed by the Mayor Diego Luís Díaz Méndez in Val do Dubra on 11 August 2026, and registered under file number 2026/5355.
The reorganization entails a redistribution of executive responsibilities in the local government of Val do Dubra, optimizing municipal management and ensuring coverage of all areas of action of the City Council.
