Alcalá del Júcar amortizará toda su deuda financiera con el superávit municipal

The Plenary of the City Council of Alcalá del Júcar initially approved, in an ordinary session held on September 10, 2026, a credit supplement of 195,785.55 euros with which it intends to amortize the entirety of the entity’s outstanding financial debt. The agreement is formalized in the credit modification file MP no. 14/2026 (Segex 1635504J) and is published in the Official Gazette of the Province of Albacete number 109, corresponding to September 18, 2026, within the Third Section. Local Administration. The insertion of the announcement opens a fifteen-day period of public information.

The operation is processed as a modification of the current budget in the form of a credit supplement, a mechanism that allows for the increase of expenditure allocations of an already approved budget. In this case, the increase is financed through the budget surplus and the Treasury remainder for general expenses of the city council itself, without resorting to new indebtedness.

The file is submitted for public exhibition in compliance with Article 169.1, by referral of Article 179.4, of Royal Decree 2/2004, of March 5, which approves the revised text of the Law regulating Local Treasuries. The announcement was signed in Alcalá del Júcar on September 11, 2026, by the mayor, Juan Pascual Muñoz Legidos.

A unique purpose: amortizing the outstanding debt

The Plenary’s agreement has a specific and unique purpose: the total amortization of the entity’s outstanding financial debt. The main elements of the file are as follows:

  • Modality: credit supplement to the current budget.
  • Amount: 195,785.55 euros.
  • Financing: budget surplus and Treasury remainder for general expenses.
  • Purpose: total amortization of the outstanding financial debt.
  • File: MP no. 14/2026 (Segex 1635504J).

The choice of this modality implies that the city council does not need to resort to new credit operations to cover the expenditure, but instead uses its own resources already available in its accounts.

Fifteen days to examine and appeal

The publication of the announcement activates the public information process provided for in the regulations governing Local Treasuries. Interested parties have a period of fifteen days, counted from the day following the insertion of the announcement in the Official Gazette of the Province, to examine the file and present any claims they deem appropriate.

  • Deadline: fifteen days from the day following publication.
  • Object: examine the file and present claims.
  • Publication: BOP of Albacete no. 109, of September 18, 2026.

Final approval if there are no appeals

Once the public information period has elapsed without any allegations being submitted, the agreement will be considered definitively approved, as stated in the official announcement itself. The initial approval by the Plenary is thus conditional upon the outcome of this citizen participation process.

The operation would allow the municipality to settle all its financial debt without increasing its indebtedness, as it is fully financed with own resources coming from the surplus and the Treasury remainder. For residents, the file remains available for the fifteen days following publication, during which they may consult it and submit allegations before the agreement becomes definitive.
