Alcázar awards R3 RECYMED the concession to operate the MUPIS

The City Council of Alcázar de San Juan has awarded the company R3 RECYMED, S.L. the administrative concession for the private use of the municipal public domain intended for the installation and operation of static advertising supports located in MUPIS. The decision was adopted by the Delegated Department of Heritage via a resolution dated September 21, 2026, and is published in the Official Gazette of the Province of Ciudad Real number 190, dated October 2, 2026, in announcement number 3151 (page 9245).

The file was processed in accordance with Article 93 of Law 33/2003, of November 3, on the Heritage of Public Administrations, which regulates the granting of concessions on public domain assets. The resolution approving the tender, under a competitive regime, is dated July 3, 2026, and was issued by the same Delegated Department of Heritage of the Alcázar council.

The tender announcement was published in the Official Gazette of the Province and on the Public Sector Procurement Platform on July 10, 2026, under file number 3/2026 Patrimonial and through an open procedure. The call was resolved with only one offer on the table.

A single admitted bidder

The award went to R3 RECYMED, S.L., with CIF B 96996053, on the grounds of being the only bidder submitted and admitted in the procedure. The object of the contract is the administrative concession for the private use of the municipal public domain, consisting of the installation and operation of static advertising supports located in MUPIS.

Publication, transparency, and means of appeal

The agreement is published for general knowledge and in compliance with Article 8.1.a) of Law 19/2013, of December 9, on transparency, access to public information, and good governance. The text will also be available to interested parties on the City Council’s electronic office, accessible at https://sede.alcazardesanjuan.es/.

Against the resolution, which ends the administrative route, the following may be filed alternatively:

• Optional appeal for reversal (recurso potestativo de reposición) before the Mayor’s Office of the City Council, within a period of one month, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
• Contentious-administrative appeal before the Contentious-Administrative Court of Ciudad Real, within a period of two months, according to article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction.

If the optional appeal for reversal is chosen, the contentious-administrative appeal may not be filed until the former is expressly resolved or has been dismissed by administrative silence. Impact for residents

The award closes the procedure opened for the commercial exploitation of static advertising supports in the municipality and orders the private occupation of local public domain spaces during the term of the concession. The fact that only one company applied and was admitted limits the effective competition of the call, while the City Council reinforces the publicity of its acts through the provincial bulletin and its electronic office.
