Albarracín announces two public positions: administrative assistant and worker-bailiff

The City Council of Albarracín has announced two positions for civil servants for its staff, whose full terms are published in the Official Gazette of the Province of Teruel number 156, corresponding to August 18, 2026. One is an administrative position, classified in group C1, which will be filled through the competitive-examination system via internal promotion, and one is a multi-service worker-bailiff position, assigned to the professional groups category (formerly group E), which will be filled through free competition examination. Both announcements carry the references No. 2026-2449 (file 634/2026) and No. 2026-2450 (file 630/2026), respectively.
Both positions are part of the 2026 Public Employment Offer, approved by Resolution No. 2026-204 of June 30, 2026. Albarracín, the town of greatest tourist interest in the province of Teruel and declared a Site of Cultural Interest, has a small staff, which makes each vacancy in its local administration especially relevant.
Administrative position: internal promotion
Announcement No. 2026-2449 reserves the position exclusively for career civil servants or permanent staff of the Albarracín City Council itself who belong to group C2, with a minimum seniority of two years in the corps or scale from which they aspire to advance. The selection procedure is a competitive-examination, consisting of two eliminatory exercises:
- First exercise: questionnaire of 80 questions with four alternatives (plus 5 reserve questions), with a maximum time of 45 minutes. A minimum of 40 points is required to pass.
- Second exercise: practical questionnaire of 20 questions on real scenarios (plus 5 reserve questions), also eliminatory with a minimum of 40 points.
- Competition phase: assessment of training courses related to the duties of a local administration administrative officer, only for those who pass both examination exercises.
Applications must be submitted electronically through the City Council’s Electronic Headquarters within 10 business days counted from the day following the publication of the notice in the Official State Gazette. The selection body will be a collegiate panel composed of a chairperson and four members, one of whom will act as secretary.
Multi-service worker-bailiff position: free competition examination
Announcement No. 2026-2450 announces through free competition examination one position for multi-service worker-bailiff, assigned to the subscale of trades/special services personnel, with a level 14 destination supplement. Unlike the previous one, this position is open to any citizen who meets the general requirements.
The specific requirements include holding the Certificado de Escolaridad (or equivalent) and a valid type B driving licence. The selection process consists of two exercises:
- First exercise: a questionnaire of 100 multiple-choice questions (plus 5 reserve questions) in 45 minutes, with a minimum of 50 points required to pass.
- Second exercise: on-site performance of one or more practical tasks linked to the duties of the post, assessing knowledge, abilities, skills and cleanliness in the work carried out.
Applications must be submitted to the General Registry of the Town Hall or by electronic means within 20 working days from the publication of the extract in the BOE.
Duties of the operario-alguacil
The functional content of the operario-alguacil post is broad and covers practically all municipal services of a small town. Its duties include:
- Serving notices and communications, and posting municipal edicts.
- Public announcements and collection of the corresponding fee.
- Maintenance of municipal buildings and facilities (painting, plumbing, electrical work).
- Maintenance of public lighting and electricity supply networks.
- Cleaning, paving and maintenance of public roads.
- Maintenance of drinking water supply and sewerage networks.
- Driving municipal vehicles (up to 3,500 kg).
- Maintenance of the municipal cemetery and attendance at burials.
- Clearing, pruning and cleaning of parks, paths and trees.
- Management of blue zone parking.
- Participation in the organisation of patron saint festivities and cultural events.
The working day runs from Monday to Sunday, organised in rotating shifts with flexible hours determined by the Mayor’s Office, and with availability for on-call duties and contingencies outside ordinary working hours.
Recruitment pool and appointment
The call for the operario-alguacil establishes the creation of a recruitment pool with those applicants who have passed one or both exercises of the competitive examination, to meet future needs for temporary staff or appointments as interim civil servants. The order of precedence shall be determined by the scores obtained in the selection process, with ties being resolved by drawing lots.
In both processes, once the final list of applicants has been approved, those selected must submit the supporting documentation within 20 working days and take up their post within 30 calendar days from notification.
