Albacete announces three vacancies for Local Police Superintendent

Albacete convoca tres plazas de Intendente de la Policía Local

The Albacete City Council has made public the specific rules and the call for applications to fill three positions of Local Police Intendant via internal promotion, included in the Public Employment Offers for 2024 and 2025. The announcement, which modifies the one published on August 21, 2026, appears in the Official Gazette of the province of Albacete no. 108, dated September 16, 2026, with the official reference 23.637. The modification was agreed upon by the Local Government Board in the session of September 10, 2026.

The positions correspond to the Special Administration Scale, Special Services Subscale, Local Police and its auxiliaries Class, belonging to the Technical Scale, Intendant category, in Subgroup A1 of Group A. The call is supported by article 76 of Legislative Royal Decree 5/2015, of October 30, and article 26 of Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha. The selection system is a competitive examination (concurso-oposición) and the access system is internal promotion.

Requirements and selection system

Career civil servants who meet the following conditions, in addition to the general rules approved by agreement of the Local Government Board on October 10, 2024 (published in the Official Gazette of the province of Albacete no. 122, of October 18, 2024), may apply:

  • To have served for at least two years as a career civil servant in the immediately lower category, Local Police Inspector.
  • Not to be in a status of second activity.
  • To hold a university degree (Grado, Licenciatura, or equivalent).
  • Not to have been sanctioned for a serious or very serious offense, unless the sanction has been canceled.
  • To hold class B and class A or A2 driving licenses.

Common requirements regarding age, Spanish nationality, physical and psychological conditions, lack of criminal records for intentional crimes, and the absence of a final conviction for crimes against sexual freedom and indemnity are also required, as well as the commitment to carry weapons.

Process phases and merit assessment

The examination phase consists of two mandatory and eliminatory tests. The first is a knowledge test through practical cases, lasting ninety minutes, graded from zero to ten points with a minimum of five to pass; it must be read in a public session. The second is a psychotechnical test with two tests—general intelligence and aptitudes, and personality and capabilities—graded as fit or unfit.

The merit phase (concurso), which is not eliminatory, is valued with a maximum of three points:

  • Seniority: up to 0.958 points, at a rate of 0.0479 per year.
  • Professional experience: up to 1.166 points, according to the category held.
  • Academic qualification: up to 0.584 points, with an official Master’s degree accredited by ANECA between 60 and 120 ECTS credits.
  • Training courses: up to 0.292 points, at a rate of 0.00084 per teaching hour.

Those who pass the process must complete a selective course in accordance with article 21.d) of Law 8/2002, of May 23, on the Coordination of Local Police of Castilla-La Mancha.

Deadlines, tribunal and appeals

Applications shall be submitted within twenty business days starting from the day following the publication of the call in the Official State Gazette, using the electronic form on the municipal website or in paper format before the General Registry. Proposed candidates will then have ten non-extendable business days to provide the supporting documentation.

The qualifying Tribunal consists of a Presidency, a Secretariat, and four members, with an equal number of substitutes, and its nominal composition will be published before the start of the process. An optional appeal for reversal may be filed against the rules within one month, or a contentious-administrative appeal within two months before the Contentious-Administrative Section of the Court of First Instance of Albacete.

The call directly affects the inspectors of the municipal staff, who are the only possible candidates, and defines the future command of the force: the three Intendant positions will reinforce the technical scale of the Albacete Local Police and its management structure.
