Albacete announces a competitive examination for one Cultural Programmer position

The Board of Trustees of the Municipal Popular University of Albacete has announced, through an open competitive examination process, one permanent labor staff position for Cultural Programmer classified in Group A, Subgroup A2. The call is published in the Official Gazette of the Province of Albacete number 109, dated September 18, 2026, within the third Section (Local Administration), under document number 299112. Applications may be submitted within a period of twenty calendar days starting from the day following the publication of the announcement in the Official State Gazette.

The position is included in the Board’s 2024 Public Employment Offer, approved by the Local Government Board on December 12, 2024 (BOP 146, dated December 18, 2024). The process is governed by the specific rules now published and, for matters not provided therein, by the general rules of the selection processes convened by the Albacete City Council for the selection of permanent labor staff (BOP 122, dated October 18, 2024).

The competitive examination system is supported by article 61.7 of the revised text of the Basic Statute of the Public Employee and article 47 of Law 4/2011, on Public Employment of Castilla-La Mancha, as well as the agreement of the Local Government Board of December 14, 2023, regarding the 2023 Public Employment Offer (BOP 146, dated December 22, 2023).

Requirements and submission of applications

To be admitted, applicants must meet the following requirements, in addition to those in the general rules:

• Possess or be in a position to obtain a University Diploma or equivalent before the application deadline expires.
• Not be registered in the Central Registry of Sexual Offenders, in accordance with article 13.5 of Organic Law 1/1996, of January 15, on the Legal Protection of Minors.
• In the case of foreign qualifications, provide proof of the corresponding homologation or validation.

Applications shall be submitted within the period of twenty calendar days from the day following the publication in the Official State Gazette, attaching the supporting documentation of merits and the self-assessment scale from Annex IV. The enabled channels are the electronic application of the Board’s electronic office, the Annex II form available at www.upalbacete.es for in-person submission at the General Registry of the Popular University, or any of the means listed in article 16.4 of Law 39/2015, of October 1.

Examination fees amount to 30 euros, using the concept «PROCULT» and the first and last names of the applicant. Those listed as job seekers without benefits, those with a recognized degree of disability equal to or greater than 33%, and members of large families are exempt.

Two exercises and merit scale

The total valuation of the process is 40 points: a maximum of 30 in the competitive examination phase (15 for each exercise) and a maximum of 10 in the merit phase, which is not eliminatory.

• First exercise: theoretical multiple-choice questionnaire with four alternative answers and only one correct, graded from 0 to 15 points, with a minimum of 7.5 to pass and a penalty of one-third of the value for each wrong answer.
• Second exercise: resolution of practical cases or a practical test on the specific subject matter, with a maximum of 15 points and a minimum of 7.5.
• Merit phase: seniority up to 2.5 points (0.25 per year), professional experience up to 3.75 points (0.50 per year), academic qualifications up to 1.25 points (0.625 per degree), and training courses up to 2.5 points (0.0125 per teaching hour, in courses of 20 hours or more).

The syllabus is listed in Annex I and is divided into common subject matter, with 12 topics, and specific subject matter, with 48 topics, including cultural programming and production, graphic design, management of cultural facilities, and social networks.

Job bank and resources

Once the process is completed, a job bank will be established with the candidates who have passed at least one test, intended for possible hiring as temporary contractual staff. The job bank will be published on the electronic notice board of the Universidad Popular and can be consulted in the Public Employment section of www.upalbacete.es.

Against the rules and final administrative acts, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed within two months before the Contentious-Administrative Court.

The call opens a stable access route to the public cultural sector of Albacete for university graduates, with a process that prioritizes previous experience in the Administration and specialized training in cultural programming, design, and social networks.
