Albacete definitively awards the canine guide position for its Local Police
Por FactBox Admin

The Albacete City Council has definitively awarded the position of Police-Trainer-Handler of the K9 Unit of the Local Police to Javier Jaén López. This was done through resolution number 8717/2026, dated October 27, signed by the delegated councilor for General Coordination of Municipal Government Operations and published in BOP no. 128, dated November 4, 2026, in the third section (Local Administration), page 11.
From the merit competition to the final resolution
The file is being processed by the Human Resources and Occupational Risk Prevention Service of the City Council and began with the agreement of the Local Government Board on July 16, 2026, which called for a merit competition to fill three vacant positions in the unit: one Chief Officer and two Police-Trainer-Handlers. The rules of the call were published in BOP no. 88, dated July 31, 2026.
The Evaluation Commission of the competition, established by resolution number 7942/2026, dated September 30, evaluated the merits claimed by the applicants. Its first proposal led to resolution number 7979/2026, dated October 2, which provisionally resolved the competition and was published in BOP no. 118, dated October 9, 2026.
Once the appeals process was opened, the Commission met on October 26, 2026, and submitted the proposal for the final resolution, which the delegated councilor has endorsed with the mandatory report from the instructing service.
Only one of the three called positions filled
The final resolution awards a single position, identified by code SS552001, to Javier Jaén López. The previous provisional resolution had already declared the other two positions of the call vacant:
- The Chief Officer position, identified by code SS542001.
- The Police-Trainer-Handler position, identified by code SS552002.
In the provisional phase, two applications were also rejected for not meeting the participation requirement “that they must have six or more years remaining before moving to second-activity status under the terms of the Framework Agreement.” The affected applicants were Miguel Ángel Herraiz Portero and José Luis Riz Sáez, as stated in the announcement published on October 9.
Deadlines and avenues for appeal
The award is considered closed in administrative proceedings, but it may be challenged. The official announcement sets out two paths and two deadlines, both counted from the publication in the Official Provincial Gazette:
- Optional appeal for reversal within one month.
- Direct challenge before the contentious-administrative jurisdictional order within two months.
The resolution is based on articles 112, 123, and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations, and on article 46 of Law 29/1998, of July 13, regulating Contentious-Administrative Jurisdiction. It is signed by the delegated councilor in exercise of the delegation conferred by the Local Government Board through the agreement of June 22, 2023.
The closure of the process leaves the K9 Unit of the Local Police with one consolidated appointment and two unfilled vacancies, which necessitates a decision on whether to re-announce the command position and the second handler. For the municipal staff, the immediate effect is the stability of the canine service; for the excluded applicants and those who did not secure a position, the calendar of an eventual new call for applications marks their next opportunity.
