Alatoz makes its participatory budgeting regulations definitive

The Alatoz City Council has made the Participatory Budgeting Regulatory Regulation definitive, as no claims were filed during the public exhibition period. This was announced by the council itself in the Official Gazette of the Province of Albacete, number 106, dated September 11, 2026, where the full text of the regulation is published for general knowledge.

The decision is adopted in compliance with Article 70.2 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, and makes the initial plenary agreement approving the regulation definitive. The document, signed on August 27, 2026, by the mayor-president, Saturnino Mancebo Tárraga, will enter into force once the ordinance is published in full in the provincial gazette.

A mechanism to decide the destination of investments

The regulation configures participatory budgeting as a process through which the population contributes to defining the destination of a portion of municipal public resources. It is a self-regulating, binding, and annually revisable protocol, limited to the investment chapter of the budget (Chapter VI), i.e., expenditures destined for the creation of infrastructure or the acquisition of equipment.

The amount allocated to the process will be that which is annually contemplated in the municipal budgets. The funds will be allocated to investments in works or the acquisition of equipment, which will be decided based on the technical, economic, and legal viability of the proposals and the support received from the citizenry.

Who participates and how proposals are submitted

People over 16 years of age registered in the municipality may participate. Each participant may submit a maximum of two proposals, which must meet several requirements:

• Be legal and within the competence of the City Council.
• Constitute an investment within Chapter VI of the budget.
• Be concrete, indicating the object, location, and purpose.
• Adjust to the available budget, without exceeding the maximum execution amount planned for each year.

Proposals may be submitted electronically, through the electronic Entry Registry of the City Council’s electronic office, or in person, at the Registry from 9:00 to 14:00 hours on business days.

Voting and organizational structure

Proposals validated by the Technical Commission and ratified by the Driving Group will be submitted to a citizen vote. Registered residents over 16 years of age, upon accreditation of their identity, may vote for a maximum of two proposals, in person at the City Council from 9:00 to 14:00 hours.

The Technical Commission, the body responsible for the implementation of the process, is composed of the mayor and the technical staff of the municipal areas, including:

• Urban Planning.
• Secretariat-Audit.
• Councilors of the Local Corporation.
• Members of municipal associations.

This commission is responsible for coordinating the technical feasibility reports, establishing the filtering and valuation criteria, participating in the monitoring of the execution of the proposals, and submitting the technical evaluation to the Driving Group for ratification.

Closing

Once the voting has concluded, the most voted proposals will be published, the amount of which may not exceed the established budget limit, and the procedures for their incorporation into the budgets for the next fiscal year will begin, subject to final approval by the Plenary of the Corporation. With this regulation, Alatoz reinforces citizen participation and co-responsibility in the management of public resources, in line with the 2030 Agenda and the Sustainable Development Goals.
