Alagón del Río yields its rooftops to a photovoltaic energy community

The City Council of Alagón del Río has formalized the public domain concession for the use of rooftops and the photovoltaic installations built upon them in favor of the Asociación Comunidad Ciudadana de Energías Alagón del Río. The announcement is published in the Official Gazette of the Province of Cáceres, number 0158, dated August 19, 2026, in Section I of Local Administration, with reference CVE BOP-2026-3924 (pages 19085-19086).

The transfer allows the association to operate the solar installations located on municipal properties, under a model of collective self-consumption and community energy that serves as a reference for other municipalities in the province.

An award process of nearly one year

The concession was awarded by the Plenary of the City Council of Alagón del Río in a session held on October 24, 2025. The final award was agreed upon through Resolution 2026-0209, of July 24, 2026, and the formalization of the contract was signed on August 12, 2026.

There are two properties affected by the concession:

• Ds residencia, polygon 6, plot 5018, with cadastral reference 10224A006050180001SZ.
• Tr Guadiana 9, with cadastral reference 9383501QE2298S0001RY.

Transparency and access to the file

In compliance with heritage and transparency legislation, the file and the specific administrative clause specifications governing the concession are published on the municipal Electronic Office and on the City Council’s notice board. The complete file can be consulted at the City Council Secretariat during public office hours, Monday to Friday, from 9:00 to 14:00.

The publication is also carried out in compliance with article 8.1.a) of Law 19/2013, of December 9, on transparency, access to public information, and good governance.

Appeals against the resolution

The resolution concludes the administrative process. The following may be filed against it:

• Optional appeal for reversal (recurso potestativo de reposición) before the same body that issued it, within one month from the day following the publication of the announcement.
• Contentious-administrative appeal before the competent Contentious-Administrative Court, within two months.

The resolution is signed by the mayor-president of the City Council, Johanna Gómez Domínguez, dated August 12, 2026.

A community energy model for the province

The transfer of municipal rooftops to a citizen energy community makes Alagón del Río an example of shared energy management, in which residents participate in collective self-consumption using public infrastructure. This model, which leverages municipal assets to generate local energy, can serve as a guide for other town halls in Cáceres seeking to promote the energy transition and reduce dependence on conventional supplies.
