Alacón opens the municipal housing ordinance for public allegations

The Alacón City Council has initially approved the Municipal Ordinance regulating the access, use, and leasing of municipally-owned housing, a text that remains open for allegations for 30 business days. The agreement was adopted by the Plenary of the council in an ordinary session on September 20, 2026, and is published in the Official Gazette of the Province of Teruel no. 185, dated September 28, 2026, with the reference No. 2026-2757. The regulation establishes the conditions for accessing council houses and for signing their lease.

A public information process of thirty business days

The file and the provisional text of the ordinance are subject to public information for a period of thirty (30) business days, counted from the day following the publication of the announcement in the Official Gazette of the Province of Teruel. During this period, interested parties may examine the file and submit any claims, allegations, or suggestions they deem appropriate.

The announcement further specifies the effect of administrative silence: if no claims or suggestions are submitted during the public information period, the initial approval agreement will be understood as definitively adopted without the need for a new plenary agreement. In that case, the full text of the ordinance will be published in the provincial gazette for it to enter into force.

Legal basis and issuing body

The initial approval is supported by local government regulations:

• Article 49 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.
• Article 140 of Law 7/1999, of April 9, on Local Administration of Aragon.

The announcement is signed by the Mayor of Alacón, Mr. Ricardo Alquezar Albero, dated September 23, 2026, and is inserted in the Local Administration section of the gazette, on page 14.

Background: provincial grants for the rehabilitation of municipal housing

The measure comes after the Provincial Council of Teruel granted the Alacón City Council a subsidy of 17,640.00 euros for the rehabilitation of municipally-owned housing. The grant was approved by Presidency Decree no. 2026-3048, of August 27, 2026, and was published in the Official Gazette of the Province of Teruel no. 165, dated August 31, 2026, with the reference No. 2026-2545.

This aid is part of the 2026 Grant Program for city councils in the province of Teruel for the renovation and rehabilitation of municipally-owned housing for social purposes, with the following data:

• Call for applications approved by Presidential Decree no. 2026-2130, of June 3, 2026 (BOP no. 108, of June 6).
• Registered in the National Grants Database under number 910532.
• Economic allocation of 645,350.24 euros, charged to budget application 2026/1522/76200.
• Total amount granted to city councils: 637,144.23 euros.
• Percentage applied to Alacón: 70%, with 3 valuation points and a purpose of rehabilitation.

What this means for residents

The ordinance arrives in the municipality with double support: the provincial funding already granted to rehabilitate the public housing stock and, now, its own regulatory framework that determines who can access those houses, how they are used, and under what conditions they are leased. For housing applicants in Alacón, the text establishes for the first time written criteria for access and leasing, and the appeals period is the only opportunity to intervene before the regulation is definitively approved.
