Aitz eta Andatz parke eolikoen aldez aurreko baimena jendaurrean jartzen du Industriak

Alerion Spain, S.L. has requested prior administrative authorization for the Aitz eta Andatz wind farm cluster in the municipalities of Aia, Usurbil, and Zizurkil (Gipuzkoa). The Territorial Delegate of Industry, Energy Transition, and Sustainability of Gipuzkoa, Antton Arrieta Insaustik, has made the request public to open a competitive bidding procedure. The announcement was signed on October 19, 2026, and published in issue number 212 of the Official Gazette of the Basque Country on November 5, 2026, under official reference 2026/4683.

The procedure is regulated by Decree 115/2002—dated May 28, 2026, which establishes the procedure for authorizing electrical energy production installations through wind farms in the territory of the Basque Autonomous Community—. Article 4 of said regulation requires the request for prior authorization to be made public for the purpose of potential competition, and Article 3 establishes the conditions that alternative bid proposals must meet.

Data of the requested installation

The announcement provides technical details regarding the Ikatz Gane wind farm, which is the object of the request:

  • Promoter: Alerion Spain, S.L.
  • Affected municipalities: Aia, Usurbil, and Zizurkil, Gipuzkoa.
  • Number of wind turbines: 2.
  • Total installed capacity: 9.9 MW.
  • The area polygon is delimited by five vertices, in UTM coordinates (ETRS89, zone 30): 574998/4788494, 576072/4787917, 575252/4787274, 573602/4786313, and 573190/4786718.

The data were included in a single announcement from the territorial delegation and do not include details on complementary installations or evacuation infrastructure.

20-day period to submit bids

Interested parties have a period of twenty business days to submit requests, counting from the day the announcement was last published in the gazettes mentioned in the regulations; therefore, if it is published later in another bulletin, the period will start from that date.

Bids must be submitted to the Territorial Delegation of Industry, Energy Transition, and Sustainability of Gipuzkoa via the electronic administration platform and must comply with the conditions required by Article 3 of Decree 115/2002. Potential applicants may be natural or legal persons, provided they have an interest in the implementation and operation of the wind farm.

Nature of the procedure

This is not an environmental impact procedure or a general public inquiry period, but rather a competitive procedure regarding the prior authorization: the Administration wishes to verify whether another promoter can offer better conditions for the same area. Therefore, the submitted requests would compete against each other, and the territorial delegation would have to make a selection according to the criteria of the regulation.

Alerion Spain, S.L.’s initial application is merely the starting point in this procedure and does not automatically grant authorization: the announcement itself states that the objective is a “valid competition,” and this public period allows other proposals to be brought to the table.

Impact on municipalities and promoters

The park directly affects the territorial area of three municipalities, in the mountainous region between Aia, Usurbil, and Zizurkil, and the coordinates of the polygon of the area cross the boundaries between those municipalities. Following this procedure will come the decision of the environmental body and, if applicable, the construction permit, but it is the competition phase for the prior authorization that is currently open.

This has two practical consequences: on one hand, the project promoter faces a twenty-day period of uncertainty, and on the other, third-party promoters have a competition opportunity, which until now remained hidden, to enter that wind energy area.

Finally, it is important for citizens to know that the announcement is not the approval of the project, but rather one of the first formal gates of the procedure: the deadlines and the submitted offers will determine the administrative future of the Ikatz Gane park and, indirectly, the development of the entire Aitz and Andatz cluster.
