Aitona definitively approves the flood prevention works for the Pare Conrado ravine

The Aitona City Council has definitively approved the executive project for the works to reduce the flood risk from waters coming from the Pare Conrado ravine, within the municipality of Aitona, with a total budget of 572,971.64 euros including VAT. The mayoral decree resolves the allegations presented by the Irrigators’ Community of Lateral Pipe 25 and prepares the file for tendering. The agreement is published in the Official Gazette of the Province of Lleida no. 209, of November 2, 2026 (edict 9081, CVE BOP-2026_0_209_9081).

The project was drafted by the Civil Engineer Josep Bayarri Garcia, dated June 5, 2026. The processing was carried out via article 37 of the Regulation of works, activities and services of local entities (ROAS), approved by Decree 179/1995, and the Municipal Technical Services had issued a report on August 21, 2026, given that the project is from a private individual. The competence to approve it corresponds to the Mayor’s Office by delegation approved by the Plenary in an extraordinary session on October 27, 2020.

The immediate precedent is the initial approval, published in the same gazette no. 176, of September 15, 2026 (edict 7669, CVE BOP-2026_0_176_7669). That decree submitted the project to public information for a period of fifteen business days and applied the urgency processing of article 33 of Law 39/2015, of October 1, halving the procedural deadlines due to the urgency in the execution of the works.

A budget of 572,971.64 euros including VAT

The agreement sets the economic figures of the action, which are financed from the municipal budget:

• Execution budget by contract: 473,530.28 euros.
• VAT at 21%: 99,441.36 euros.
• Total investment: 572,971.64 euros.
• Drafter of the executive project: Josep Bayarri Garcia, Civil Engineer.
• Drafting date: June 5, 2026.

The work is planned as a water emergency action to reduce the flood risk caused by the waters descending from the Pare Conrado ravine, an area with a direct impact on the town center and the municipality’s irrigation infrastructure.

The irrigators’ allegations do not alter the project

The decree of October 20, 2026, resolves the public information process with the following pronouncements:

• The statements of the Irrigators’ Community of Lateral Pipe 25, presented on September 18, 2026, are acknowledged.
• The terms of the report from the municipal technical architect of October 8, 2026, are taken into consideration.
• The allegations do not entail any modification to the executive project.
• The resolution will be notified to the Irrigators’ Community of Lateral Pipe 25 with an indication of the applicable appeals.

The text signed by the mayor, Rosa Pujol Esteve, bears an electronic signature date of October 27, 2026.

Publication, consultation, and means of appeal

This resolution exhausts the administrative route. The deadlines for challenging it are as follows:

• Optional appeal for reversal before the Mayor’s Office within a period of one month from the day following the notification or publication.
• The period to resolve and notify the appeal for reversal is also one month; the lack of a resolution within the deadline allows for recourse to the contentious jurisdiction.
• Direct contentious-administrative appeal before the Court of First Instance of Lleida, contentious-administrative section, within a period of two months from the day following the publication of the edict.

The agreement orders the publication of the resolution in the Official Gazette of the Province of Lleida, in the Official Gazette of the Generalitat de Catalunya, and on the corporation’s notice board. The file can be consulted at the Town Hall Secretariat, at carrer Major, 6, Aitona, on business days.

The news has a direct impact on the residents of Aitona and on the Irrigation Community of Lateral Pipe 25, as it closes the administrative approval phase and turns a protection work against the floods of the Pare Conrado ravine, pending since the project drafted in June 2026, into a budgetary commitment.
