Agustín García Inda, new managing director of the Aragonese Employment Institute

The Government of Aragon has appointed Mr. Agustín García Inda as managing director of the Aragonese Employment Institute (INAEM), the public body responsible for employment, training, and labor guidance policies in the community. The appointment is formalized through Decree 136/2026, of July 29, published in the Official Gazette of Aragon number 169, of September 1, 2026, and takes effect from the day of its publication.
The decision was adopted upon the proposal of the Minister of Economy, Competitiveness, and Employment, Eva Valle Maestro, and is based on articles 10.6 and 12.32 of the consolidated text of the Law of the President and the Government of Aragon, approved by Legislative Decree 1/2022, of April 6, as well as article 11.3 of Law 9/1999, of April 9, creating the Aragonese Employment Institute.
Regulatory framework of the appointment
The INAEM is the autonomous body of the Administration of the Autonomous Community of Aragon that manages active employment policies, labor intermediation, and employment training programs. Its managing director is a position of free appointment by the Government of Aragon, exercised under the organic dependency of the department competent in employment matters.
The decree is framed within the regulations governing the organization of the Aragonese Executive and the structure of the institute itself:
- Article 10.6 of the consolidated text of the Law of the President and the Government of Aragon, regarding the Government’s competencies in matters of appointments.
- Article 12.32 of the same regulation, regarding the powers of the President of the Government.
- Article 11.3 of Law 9/1999, of April 9, which regulates the appointment of the managing director of the INAEM.
Signature and entry into force
The decree, dated in Zaragoza on July 29, 2026, is signed by the President of the Government of Aragon, Jorge Azcón Navarro, and by the Minister of Economy, Competitiveness, and Employment, Eva Valle Maestro. The provision establishes that the appointment takes effect from the day of its publication in the Official Gazette of Aragon, that is, from September 1, 2026.
The publication is made in section II of the gazette, dedicated to Authorities and Personnel, within the section for appointments, situations, and incidents, corresponding to the Department of Economy, Competitiveness, and Employment.
Relevance for the community
The appointment of a new managing director places at the head of INAEM a leader who must drive employment policies within a context of transformation of the Aragonese labor market. The institute manages integration programs, hiring subsidies, vocational training for employment, and guidance services, in addition to collaborating with the State Public Employment Service in the management of benefits.
With this appointment, the Government of Aragon renews the leadership of a strategic body for the competitiveness and employment of the community, at a time when the acquisition of European funds and the digitalization of public employment services define the sector’s agenda.
