Aguilar de Campoo opens the Matalbaniega photovoltaic park for public consultation

The Territorial Service of Industry, Commerce, and Economy of Palencia, under the Ministry of Environment and Energy of the Regional Government of Castilla y León, has opened for public consultation the request for prior administrative and construction authorization for the photovoltaic energy production facility named “Matalbaniega Photovoltaic Park”, which will be located in the town of Matalbaniega, in the municipality of Aguilar de Campoo (Palencia). The announcement is published in the Official Gazette of Castilla y León, number 171, dated September 3, 2026, pages 88 and 89, with reference BOCYL-D-03092026-171-15 and file FV-1783.

The procedure is processed under Law 24/2013, of December 26, on the Electricity Sector; Royal Decree 1955/2000, of December 1, which regulates the activities and authorization procedures for electrical installations; Law 21/2013, of December 21, on environmental assessment, and Decree 46/2022, of November 24, which regulates the administrative authorization procedures for electrical installations in Castilla y León. The petitioner is the company Inekya Ingeniería, S.L., with C.I.F. B-85162485.

The technical project

The installation is described in the technical project “ISFv 800 KWn – 885 KWp ‘Matalbaniega’ for energy sale to the pool, connected to the HV network”. Its objective is the construction of a photovoltaic electric energy production plant with an installed capacity of 800 kW, with a granted access and connection capacity also of 800 kW.

The main technical characteristics of the installation are as follows:

• Photovoltaic plant of 800 kW consisting of panels with a unit capacity of 590 Wp arranged in a fixed structure.
• 5 inverters with a unit nominal capacity of 180 kW, two of which are limited to 130 kW.
• “Matalbaniega” transformation center of 800 KVA in a prefabricated building.
• High-voltage underground line of 18 m of cable type HEPRZ1 AL 18/30 kV 3x(1x240) mm² Al + H25 between the “Matalbaniega” transformation center and the “Palomar” sectioning center.
• Material execution budget: €372,570.32.

Period for allegations

The announcement opens a period of twenty (20) business days, counting from the day following the publication, for any interested party to submit the allegations and observations they deem appropriate. The documentation can be examined electronically at the Energy and Mining Portal of Castilla y León (www.energia.jcyl.es) or in person at the Territorial Service of Industry, Commerce, and Economy, located at Avenida Casado del Alisal, 27, ground floor, Palencia.

The announcement, dated Palencia, August 31, 2026, is signed by the Technical Secretary, Manuel Torres Granados, by virtue of the Resolution of the Territorial Delegate of August 27, 2026.

Relevance for the region

The processing of the Matalbaniega photovoltaic park represents a key administrative step for an energy project with territorial and environmental impact in the region of Aguilar de Campoo, in the heart of the Montaña Palentina. Citizen participation during the public information period will allow residents, city councils, and entities to assess the compatibility of the installation with the environment before the final authorizations are adopted.
