Aguas del Tajuña expone quince días su presupuesto de 2026 para alegaciones

The Tajuña River Water Association (Mancomunidad de Aguas del Río Tajuña) has opened the public exhibition of its General Budget for the 2026 financial year, initially approved by the entity’s Assembly in an ordinary session on October 15, 2026. The announcement is published in the Official Gazette of the Province of Guadalajara (Boletín Oficial de la Provincia de Guadalajara) No. 210, dated November 3, 2026, on page 17, and grants a period of fifteen days to submit claims and allegations.

The procedure complies with Article 169 of the Revised Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5, and Article 20 of Royal Decree 500/1990, of April 20. The file and the mandatory documentation are available to any interested party both at the municipal offices and on the association’s electronic headquarters.

The entity is headquartered in Chiloeches, the town where the edict is signed, and provides water supply services to the municipalities within its jurisdiction. The announcement is signed by the president of the association, Marcos Cascajero Cascajero, dated October 28, 2026.

Fifteen days to submit allegations

The period is counted from the publication of the announcement and affects any interested party, including the residents of the municipalities supplied by the association. The specific terms of the procedure are as follows:

  • Deadline: fifteen days from the publication of the announcement on November 3, 2026.
  • Object: the 2026 General Budget file and the mandatory documentation.
  • Consultation location: municipal offices and the entity’s electronic headquarters, accessible through the bulletin’s document validation procedure.
  • Effect of silence: if no claims are submitted within the period, the budget will be considered definitively approved in accordance with the agreement adopted.

The edict includes the verification code ea46dbd954e94213f268d0a3bbe0762ac11a9082, which allows the authenticity of the announcement to be verified through the provincial bulletin’s electronic headquarters.

The count begins on November 3 due to a correction of errors

The start date of the period has a relevant peculiarity for those intending to file allegations. The same Official Gazette of the Province of Guadalajara No. 210, dated November 3, 2026, opens with a correction of errors signed in Guadalajara on November 2, 2026, by the president of the Provincial Council of Guadalajara, José Luis Vega Pérez.

It explains that, due to a telematics error, on November 2, 2026—declared a national holiday and, therefore, a non-working day—three announcements were published that should have appeared on the 3rd. To preserve legal certainty and the correct calculation of deadlines, the Provincial Council declares that the announcements published on November 2 shall be understood as published on November 3, 2026, and reproduces them again. The association’s edict is among those affected: it had already appeared in BOP No. 209, of November 2, and is published again in No. 210.

Background: the 2025 general account, also on display

The association closed another public participation process in October. In the Official Gazette of the Province of Guadalajara No. 208, of October 30, 2026, the entity displayed the general account for the 2025 financial year, in compliance with Article 212 of the Revised Text of the Law Regulating Local Treasuries and once reported by the special accounts commission. That announcement, also signed in Chiloeches on October 28, 2026, by Marcos Cascajero Cascajero, opened fifteen days for claims, objections, or observations.

The approval of the 2026 budget thus arrives after the accounts of the previous year have gone through the same mechanism of control and public consultation, allowing interested parties to contrast the 2025 settlement with the forecasts for the new financial year.

Impact for residents

The association’s budget determines the investments and operating costs of the water supply service that reaches the homes of the integrated municipalities, meaning its figures ultimately translate into the quality of the supply and the tariffs paid by users. The public display is the last opportunity for residents, associations, and city councils to raise objections before the document is definitively approved, without the need for a new pronouncement by the Assembly if no allegations are submitted within the deadline.
