Agriculture reorganizes its administrative structure with Order 11/2026

The Department of Agriculture, Water, Livestock and Fisheries has approved Order 11/2026, of September 25, which develops the organic regulation of the department and regulates its administrative level. The provision, signed by the regional minister Miguel Barrachina Ros, is published in the Official Gazette of the Generalitat Valenciana (DOGV) number 10461, of September 29, 2026, and enters into force the day following its publication. The regulation repeals Order 3/2024 and its subsequent modification.

The order develops Decree 69/2025, of May 13, of the Consell, which approves the Organic and Functional Regulation of the department, whose article 3 empowers the head of the department to regulate the administrative level by means of an order. It is also based on Decree 16/2025, of December 3, Decree 18/2025, of December 4, and Decree 186/2025, of December 5, which establish the basic structure of the Administration of the Consell and the regional secretariats. The development is carried out at the level of general sub-directorates and service heads.

The department maintains competencies in agriculture, livestock, fisheries, food, common agricultural policy, irrigation, and water resources. The order is issued in accordance with articles 28.e), 37, 65, and 72 of Law 5/1983, of December 30, of the Valencian Government, following the mandatory report from the departments competent in matters of treasury and public service.

Five general directorates under the Regional Secretariat

The following general directorates depend on the Regional Secretariat of Agriculture, Water, Livestock and Fisheries, the superior body of the department:

• General Directorate of Agricultural and Livestock Production
• General Directorate of Water and Rural Development
• General Directorate of Industry and Agri-food Chain
• General Directorate of Common Agricultural Policy (CAP)
• General Directorate of Fisheries

General sub-directorates and services

The order details the administrative structure of each management center:

• Agricultural and Livestock Production: General Sub-directorate of Agriculture and Livestock (Animal Production and Health Service and Plant Health Service) and General Sub-directorate of Agricultural Structures and Cooperativism, with five services, including Agricultural Planning, Structural Aid, and Agri-food Quality Schemes.
• Water and Rural Development: three general sub-directorates —Technical Support for the Economic and Social Recovery of the Comunitat Valenciana regarding Water, Hydrological Planning and Hydraulic Infrastructure, and Rural Development—, with seven services.
• Industry and Agri-food Chain: General Sub-directorate of Industry and Agri-food Chain, with four services.
• CAP: General Sub-directorate of Common Agricultural Policy and Competitiveness, with four services; the Agricultural Research Institute (IVIA) is attached to the department through this general directorate.
• Fisheries: General Sub-directorate of Fisheries, with two services.

The Undersecretariat is structured into the General Administrative Secretariat, with eight services, and the General Sub-directorate of the Technical Cabinet, with three, which also serves as the department’s Equality Unit.

Territorial directorates and regional agricultural offices

In each provincial capital —Alicante, Castellón, and Valencia— there shall be a Territorial Directorate of Agriculture, Water, Livestock, and Fisheries, under the organic dependency of the Undersecretariat and with jurisdiction over the territory of its province. Each territorial directorate will have a territorial secretariat, with the level of service head, and a territorial agriculture service.

The regional agricultural offices are organically attached to the Undersecretariat through the territorial directorates and functionally to the Undersecretariat and the general directorates depending on the subject matter. The Coordination Service for Regional Agricultural Offices will promote unity of action and efficiency in its performance.

Repeal and entry into force

The sole repealing provision nullifies Order 3/2024, of March 4, implementing Decree 146/2023, of September 5, and its modification approved by Order 1/2025, of January 15, as well as any provisions of equal or lower rank that oppose the new order. The sole transitional provision maintains the existing units and administrative-level job positions until the job lists adapted to the new structure are approved.

The reorganization fully affects the Valencian agri-food sector, as the redefined sub-directorates and services assume the management of CAP grants, animal and plant health, irrigation, rural development, agri-food quality, and fisheries. Operators and regional offices will interact with a different administrative structure starting the day following the publication of the regulation.
