Agriculture opens the public information period for the preliminary food law draft
Por FactBox Admin

The Department of Agriculture, Livestock, Fisheries and Food has submitted the Preliminary Draft Food Law for public consultation, the text through which the Government intends to provide the sector with its own legal framework. The process was published via the Edict of October 23, 2026, in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9784, corresponding to October 30, 2026, with the official reference CVE-DOGC-A-26296056-2026.
The publication formalizes the start of citizen participation in the drafting of the regulation, which the department is already processing. The edict frames it under Article 68 of Law 26/2010, of August 3, on the legal regime and procedure of the public administrations of Catalonia, and establishes a deadline of fifteen business days starting from the day after its publication in the DOGC. The document appears in the announcements section of the bulletin and is signed by Cristina Massot Berna, secretary general of the department.
Fifteen business days for allegations
The calculation of the deadline begins the day after the date of publication of the edict in the DOGC, that is, starting from the day after October 30, 2026. During this period, any person or entity may submit observations, suggestions, and allegations regarding the text.
The edict does not detail the material content of the preliminary draft: the available information refers to the administrative file, where the complete regulatory proposal can be examined before submitting contributions.
Three ways to consult the file
The file relating to the preliminary draft can be consulted through three channels:
- The Electronic Notice Board of the Generalitat Administration (tauler.gencat.cat).
- The section for regulations in process on the Generalitat’s Open Government portal.
- In person at the offices of the Directorate General for Agri-Food Enterprises, Quality and Gastronomy, at Gran Via de les Corts Catalanes, 612-614, 08007 Barcelona.
How and where to submit contributions
Allegations can be delivered at the same headquarters where the file is examined or electronically, via the “Generic Request” procedure form of Tràmits Gencat. The request must include two mandatory indications:
- The subject must be “Allegations to the Preliminary Draft Food Law”.
- The request must be addressed to the Department of Agriculture, Livestock, Fisheries and Food, with the topic “Agriculture, livestock and fisheries” and the subtopic “Food”.
Furthermore, observations may be submitted at any of the registries provided for in Article 25 of Law 26/2010 and Article 16.4 of Law 39/2015, of October 1, on the common administrative procedure of public administrations. This expands the channels of participation beyond the department’s electronic headquarters.
The relevance of the procedure is that it establishes the moment when the agri-food sector, the catering industry, consumer organizations, and the general public can influence a regulation that will affect the entire food chain in Catalonia. Once the period of fifteen business days has passed, the preliminary draft will continue its administrative processing and allegations can no longer be submitted during this phase.
